Job summary

ILO in Pakistan seeks a Senior Programme Officer to support programme coordination under the DWCP, focusing on social dialogue, tripartism and governance. You will work under the Country Director, coordinating with programme and operations units, regional teams and ILO HQ to implement the Office’s programme of work.

The role involves guiding project managers, ensuring alignment with national priorities, and mobilizing resources through partnerships with government, employers’ and workers’

Qualifications

• Strong knowledge of RBM principles and concepts.
• Understanding of the programming cycle (planning, monitoring, reporting and evaluation).
• Experience in resource mobilization and donor engagement.
• Political awareness and understanding of socio-economic factors.
• Proficiency with PC software, especially Microsoft Office.
• Ability to manage stakeholders and work in a multicultural environment.
• Analytical and drafting skills for reports and proposals.

Responsibilities

• Provide inputs for formulation and implementation of the DWCP aligned with national priorities and tripartite needs.
• Coordinate and oversee the Programme Team and project managers, ensuring timely delivery.
• Monitor implementation against workplans, budgets, indicators and timelines; verify data; assess performance; identify challenges; propose corrective actions.
• Facilitate engagement among government, employers and workers to strengthen social dialogue and tripartite cooperation.
• Support technical cooperation on labour legislation, policy reform, and institutional capacity development with ILO specialists and tripartite constituents.
• Support initiatives on freedom of association, collective bargaining, elimination of forced labour and child labour, gender equality, non-discrimination, OSH, and business and human rights.
• Coordinate interventions addressing DWCP priorities including OSH, employment, skills development, social protection, labour migration and rights of workers in informal sectors.
• Develop partnerships with government, social partners, UN agencies and development partners; contribute to proposals and donor engagement.
• Prepare and review programme frameworks, project proposals, reports, MOUs; liaise with Operations Unit to ensure proper delivery and compliance with procedures.
• Participate in inter-agency meetings and joint programming to identify collaboration opportunities and ensure alignment with national priorities.
• Support capacity-building for government bodies and partners; document achievements and lessons learned; share best practices.
• Provide inputs to the Office’s communications and perform other duties as assigned by the Country Director.
