Job summary

The Citizens Foundation seeks an accomplished Strategic Leader to head the Engineering Department in Karachi. You will plan and execute construction and maintenance projects nationwide, ensuring adherence to PEC codes, FIDIC guidelines, safety standards, and budget controls.

You will drive long-term infrastructure strategies, optimize processes with Primavera, Power BI and AutoCAD, and mentor a large technical team while collaborating with regional teams and stakeholders across Pakistan.

Qualifications

• Bachelor's degree in Civil Engineering from PEC/HEC-recognized institution.
• Master’s in Project Management (preferably from a foreign university).
• 20+ years of progressive experience in engineering, construction, and project management.
• Preferably 7+ years of leadership experience overseeing and heading QS function.

Responsibilities

• Lead the Engineering Department in planning and executing construction and maintenance projects.
• Develop long-term infrastructure strategies and drive innovation across engineering operations.
• Oversee 200–300 projects nationwide, ensuring timelines, quality, safety, and cost control.
• Supervise QS functions: BOQs, BBS, cost estimates, budgets, and audits.
• Oversee tendering, procurement, OFM model, and regulatory compliance.
• Coordinate with regional teams, finance, procurement, and audit; report to leadership.
