UNDP Pakistan’s Rule of Law Programme seeks a senior technical lead to strengthen justice and security institutions. You will guide policy reform, supervise staff, coordinate with federal and provincial counterparts, and ensure gender-responsive implementation across law-enforcement and judiciary sectors.

The role requires strategic thinking, programme management, and collaboration with government, UN agencies, and civil society to deliver inclusive access to justice nationwide.

Responsabilités

• Report directly to the Chief Technical Advisor (CTA) and provide day-to-day technical leadership and coordination.
• Provide substantive advice on rule of law, security-sector and institutional reform.
• Supervise designated programme personnel and short-term consultants.
• Support CTA in programme development, implementation, QA and results.
• Work across units and teams to enhance horizontal collaboration.
• Provide technical leadership and advice on gender-responsive institutional reform and women’s advancement.
• Guide diagnostics and institutional analysis of barriers to recruitment, retention and progression of women.
• Support development and implementation of gender-responsive HR policies and safe workplace standards.
• Provide guidance on gender-responsive and survivor-centred responses to gender-based violence and vulnerability.
• Guide integration of gender-responsive approaches into training systems and service delivery models.
• Support professional development, mentorship, leadership, and pipeline development for women in law enforcement and justice."
• Coordinate reforms involving judiciary and access-to-justice institutions to ensure coherent programming."
• Prepare annual and quarterly workplans aligned with programme outcomes and budgets.
• Provide supervision of programme team and several short-term consultants.
• Facilitate and manage programme activities and report results to CTA and donors.
• Support establishment and functioning of the Rule of Law team and recruitment of local experts.
• Coordinate and supervise Rule of Law personnel, experts and consultants.
• Contribute to work plans, progress and terminal reports for the programme.
• Be responsible for timely preparation and quality control of outputs and documents."
• Support to organize PRB donor coordination and project review meetings with background papers and issue notes.
