Qualifications

  • Master's degree or higher in a relevant field.
  • Minimum 5 years of professional experience in programme management, project coordination, development, humanitarian, or social protection programmes.
  • Experience managing and supervising programme teams across multiple locations.

Job description

The Provincial Programme Manager will provide overall leadership, management, and coordination for BNP programme implementation at the provincial level. The position will be responsible for translating project objectives into practical implementation plans, managing programme teams, ensuring achievement of targets and milestones, coordinating with key stakeholders, and ensuring timely and quality delivery of programme activities.

The position will serve as a key coordination link between the provincial programme team, Head Office, relevant government departments, development partners, and other stakeholders.

2. Key Responsibilities
  • Provide overall managerial and operational oversight of BNP programme activities at the provincial level, ensuring implementation in accordance with approved plans, project agreements, donor requirements, and organizational policies.
  • Develop, review, and monitor detailed provincial work plans, implementation schedules, targets, and milestones in coordination with Head Office and relevant stakeholders.
  • Lead, supervise, and support the provincial and field programme teams to ensure effective, timely, and quality delivery of project activities.
  • Maintain close coordination with relevant government departments, development partners, and other stakeholders for programme planning, implementation, monitoring, and policy alignment.
  • Guide and support Divisional Coordinators, field teams, and Data & Reporting personnel to strengthen programme performance and ensure timely achievement of deliverables.
  • Monitor programme progress against approved targets, indicators, timelines, and deliverables and initiate corrective actions where required.
  • Establish and maintain effective coordination mechanisms with relevant focal persons and ensure timely sharing of programme updates and required documentation.
  • Coordinate closely with Finance, Administration, Procurement, Logistics, HR, and Operations teams to ensure smooth implementation of programme activities.
  • Review operational and financial requirements in coordination with relevant departments and ensure appropriate and compliant utilization of project resources.
  • Prepare, review, and submit accurate monthly, quarterly, and periodic narrative and progress reports in accordance with organizational and donor requirements.
  • Ensure proper documentation and record keeping of programme activities, outputs, achievements, challenges, and lessons learned.
  • Work closely with the Quality Assurance and Data & Reporting teams to monitor programme quality, analyse data, and support evidence-based decision-making.
  • Identify implementation challenges, operational risks, and bottlenecks and provide timely recommendations and solutions to senior management.
  • Coordinate with the Media and Communications Team to ensure appropriate programme visibility through quality photographs, videos, beneficiary feedback, success stories, and other communication materials.
  • Represent ACT International in relevant coordination meetings, workshops, forums, and stakeholder engagements as delegated by management.
  • Promote teamwork, accountability, professional conduct, and a results-oriented culture within the programme team.
  • Ensure that programme activities are implemented in accordance with ACT International's safeguarding, PSEA, accountability, gender, and other relevant policies.
  • Perform any other duties assigned by the COO or senior management in support of programme objectives.
3. Required Qualifications and Experience
  • Master's degree in Management, Development Studies, Social Sciences, Public Health, or another relevant discipline.
  • Minimum 5 years of relevant professional experience in programme management, project coordination, development, humanitarian, or social protection programmes.
  • Demonstrated experience in managing and supervising programme teams, preferably across multiple locations.
  • Experience working with government departments, UN agencies, NGOs, donors, or development partners will be an advantage.
  • Strong experience in programme planning, implementation, monitoring, reporting, and stakeholder coordination.
  • Good understanding of project management, data analysis, reporting, and compliance requirements.
  • Proficiency in Microsoft Office and other relevant digital/project management tools.
