Job summary

ACT International in Pakistan's Punjab region seeks a Field Monitor to support BNP 3.0 monitoring and data quality. You will conduct field visits, verify activities, collect beneficiary feedback and report findings to the MEAL Officer.

Bachelor’s degree in Social Sciences/Public Health/Statistics/Nutrition/Development Studies and 3–5 years’ field monitoring experience are required; strong data-collection skills with Kobo/ODK and willingness to travel extensively are essential.

Job description

Aiming Change for Tomorrow (ACT) International, in partnership with UNICEF Punjab and in coordination with BISP/Benazir Nashonuma Programme (BNP), the Punjab Department of Health, Lady Health Worker Programme and relevant district stakeholders, will implement BNP 3.0 across ten districts of Punjab.

The programme aims to improve maternal, child and adolescent nutrition and strengthen gender-responsive nutrition and social protection systems among BISP beneficiary households. Activities will be delivered through existing BNP Facilitation Centres, Support Centres and community structures.

The programme will focus on Social and Behaviour Change (SBC), maternal and child nutrition, Early Childhood Development (ECD), parenting and nurturing care, community engagement, counselling, referrals, follow-up, youth engagement and capacity development. Staff will work closely with communities and stakeholders to support awareness, mobilization, referrals and beneficiary engagement.

All staff are expected to uphold ACT, UNICEF, BISP/BNP and Government of Punjab policies and standards, including gender equality, disability inclusion, safeguarding, PSEA, child protection, confidentiality, accountability to affected populations and responsible data management. Staff will perform only approved non-clinical roles and will not diagnose, prescribe, treat or provide clinical services.

Job Purpose

The Field Monitor will support independent field-level monitoring and verification of BNP 3.0 activities, beneficiary outreach, data quality and programme implementation standards. The position will conduct regular and unannounced field visits to Facilitation Centres (FCs) and communities, verify reported activities, collect beneficiary feedback, identify implementation gaps and submit clear monitoring findings to the MEAL Officer.

Key Responsibilities

• Conduct planned and unannounced monitoring visits to FCs, communities, group sessions and outreach locations.
• Verify implementation of approved activities against workplans, activity schedules, source documents and field observations.
• Observe counselling sessions, community activities, household engagement, group sessions and other approved interventions.
• Verify attendance, beneficiary participation, outreach coverage and activity implementation through appropriate sources.
• Identify implementation gaps, quality concerns, access constraints, risks and deviations from approved procedures.
• Follow up on corrective actions during subsequent monitoring visits and document progress.

Technical Quality Monitoring

• Observe maternal nutrition, MIYCN, breastfeeding, complementary-feeding and responsive-feeding counselling sessions.
• Monitor ECD, parenting, nurturing-care, early-stimulation and age-appropriate play activities.
• Check appropriate use of approved counselling tools, IEC materials, session guides and referral forms.
• Review the functionality, participation, records and facilitation quality of Mother Support Groups and Father Support Groups.
• Observe cooking demonstrations for message accuracy, hygiene, participation and use of locally appropriate foods.
• Verify implementation and documentation of mobile kiosks, interactive theatre, campaigns and other outreach activities.
• Review referral documentation and available evidence of referral follow-up and completion.

Data Quality Assurance

• Collect monitoring and verification data using approved digital or paper-based tools.
• Cross-check reported data against registers, attendance sheets, referral records, activity reports and beneficiary feedback.
• Verify completeness, consistency and accuracy of activity, outreach, counselling and referral records.
• Identify discrepancies, missing documentation, duplicate information and other data-quality concerns.
• Submit accurate monitoring findings to the MEAL Officer within agreed timelines.
• Maintain complete records of monitoring visits, observations, interviews, verification exercises and follow-up actions.

Beneficiary Feedback & Accountability

• Engage respectfully with beneficiaries, caregivers and community members to collect feedback on programme quality and accessibility.
• Assess whether programme activities are relevant, understandable, respectful, safe and accessible to intended participants.
• Inform beneficiaries about available feedback and complaints mechanisms.
• Document and refer beneficiary concerns, suggestions and complaints through approved channels.
• Maintain confidentiality of sensitive information and immediately elevate safeguarding or protection concerns.

Assessments & Reporting

• Support baseline, midline, endline and other programme assessments through safe and accurate data collection.
• Assist with piloting data-collection tools, administering questionnaires, conducting interviews and verifying assessment data.
• Prepare concise monitoring reports highlighting findings, evidence, risks, recommendations and corrective-action status.
• Participate in review meetings and provide clarification on field findings when required.

Safeguarding, Inclusion & Security

• Ensure all interactions with beneficiaries and communities are respectful, confidential, non-discriminatory and appropriate.
• Monitor disability inclusion, accessibility, participation barriers and safeguarding risks during field visits.
• Comply with ACT safeguarding, PSEA, child-protection, consent, confidentiality and incident-reporting procedures.
• Follow approved travel, security, field movement and safety procedures.
• Ensure monitoring activities do not expose beneficiaries, staff or community members to harm, stigma or unnecessary risk.

Required Qualifications & Experience

• Bachelor’s degree in Social Sciences, Public Health, Statistics, Nutrition, Development Studies or a related field.
• At least 3–5 years of relevant experience in field monitoring, MEAL, data collection, surveys, community development, nutrition or health programmes.
• Experience conducting field visits, beneficiary interviews, verification exercises and source-document reviews.
• Additional training in monitoring, research, data collection, MEAL or digital data systems will be an advantage.
• Experience using Kobo, ODK or similar digital data-collection platforms will be an advantage.
• Experience working with NGOs, INGOs or donor-funded programmes will be an advantage.
• Strong observation, verification, interviewing and field-monitoring skills.
• Good understanding of data collection, source-document review and data-quality principles.
• Strong report-writing, documentation and communication skills.
• Ability to engage respectfully with diverse communities and handle sensitive information responsibly.
• Strong commitment to safeguarding, confidentiality, accountability and inclusion.
• Ability and willingness to undertake extensive field travel within assigned areas.
