Position Purpose

The Projects & Planning Manager holds the primary mandate for the end-to-end planning and execution control of complex, large-scale projects. This is a high-impact role responsible for translating engineering designs, BOQs, and stakeholder requirements into a unified execution roadmap. The role ensures that the manufacturing unit's capital projects from engineering and procurement through to civil, MEP, and commissioning are managed with precision. The incumbent provides critical project-control support to the PMO Office, leading the development of reports, dashboards, and recovery plans to ensure projects are delivered on time, within budget, and as per design.

Key Responsibilities
1. Project Planning & Execution Mandate
  • Direct the preparation of comprehensive Work Execution Plans (WEPs) that define the strategy, milestones, and control mechanisms for project delivery.
  • Develop the Project Management Plan and ensure its effective implementation during the project life cycle.
  • Develop and maintain Integrated Master Schedules (Level 2/L3) using Primavera P6 or MS Project, ensuring all inter-departmental dependencies are logically linked.
  • Establish project baselines and manage the configuration control of schedules, ensuring any revisions are data-backed and approved.
  • Translate technical project drawings, specifications, and Bill of Quantities (BOQs) into actionable site work-packages.
  • Generate mandatory Look-Ahead Plans (Weekly/Monthly) to drive site teams toward short-term goals.
  • Identify slipping tasks and critical path deviations early, leading the development and implementation of Mitigation and Recovery Plans.
2. PMO Support: Monitoring & Reporting
  • Provide specialized support to the PMO Office by establishing a standardized framework for project monitoring and performance tracking.
  • Develop and automate executive reports, including S-Curves, Plan vs. Actual progress, and portfolio-level dashboards.
  • Collect, validate, and analyze progress data from all multidisciplinary project teams to ensure the "Single Version of Truth" in reporting.
  • Monitor the status of engineering deliverables, procurement pipelines, and site activities to ensure alignment with the master plan.
  • Escalate critical risks, schedule variances, and interface bottlenecks to the PMO and senior management with recommended decisions.
3. Contractor & Construction Management
  • Act as the lead coordinator for contractor activities, ensuring all external partners adhere to the stringent project timelines and quality standards.
  • Review and approve contractor work programs, resource histograms, and mobilization plans.
  • Conduct regular site monitoring to verify that physical site progress aligns with contractor reports and measurable quantities.
  • Lead progress review meetings and ensure a rigorous follow-up system for Minutes of Meeting (MoM) action items.
  • Support construction teams in resolving site-level bottlenecks, including permit issues, work-front access, and inter-discipline clashes.
4. Resource Planning & Management
  • Develop the project Resource Management Plan, ensuring manpower, materials, tools, and construction equipment are mobilized as per the execution sequence.
  • Monitor planned vs. actual resource deployment to prevent delays caused by resource shortages or idle equipment.
  • Analyze Productivity Metrics and resource histograms to optimize workforce deployment across multiple work fronts.
  • Coordinate with Procurement to prioritize material deliveries based on the most current Construction Need Dates.
5. Stakeholder Coordination & Interface Management
  • Facilitate cross-functional coordination between Engineering, Procurement, Civil, MEP, and Operations teams to ensure seamless project handovers.
  • Identify and manage Interface Points, ensuring that engineering and procurement activities do not become bottlenecks for site execution.
  • Maintain interface registers and responsibility matrices to clear any ambiguity in task ownership between departments.
  • Serve as the central point of contact for project information, ensuring all stakeholders are working from the latest approved drawings and schedules.
6. Cost Control & Delay Analysis
  • Implement cost-control techniques to monitor project earned value against the actual budget.
  • Develop and report on key performance matrices, specifically CPI (Cost Performance Index) and SPI (Schedule Performance Index).
  • Perform professional Delay Analysis to identify root causes and quantify the impact of delays for potential Extension of Time (EOT) or claims management.
  • Evaluate the cost and schedule impact of variation orders and design changes.
