The Programme Policy Officer (BNP - PMU Manager) will provide strategic leadership to the Programme Management Unit (PMU) within the Benazir Income Support Programme (BISP) in Pakistan. This role involves acting as a key liaison between BISP leadership and WFP, UNICEF, and WHO country offices. Responsibilities include contributing to BISP programme policy formulation, offering technical advice on programme and policy matters, and assisting government counterparts in planning and implementing assistance programmes to combat hunger and malnutrition. The officer will establish and maintain operational partnerships, coordinate research and evidence-building, and manage the preparation and dissemination of analytical reports. Additionally, they will advise on and support functional training to enhance the capacity of PMU staff and partners, lead and motivate the PMU team for high performance, and contribute to BISP's emergency preparedness. Specific duties involve overseeing the BNP PMU, ensuring coordination of new capacities like supply chain and knowledge management, and driving digital transformation and data-driven decision-making. The role also entails supporting strategic partnerships, identifying and addressing implementation gaps, coordinating with UN agencies, managing donor-funded activities, and overseeing risk management and reporting mechanisms. The officer will also plan adjustments to programme caseloads and commodity supply chains, and ensure timely reporting to stakeholders.
Candidates must possess an advanced university degree in fields such as Business, Development Studies, Economics, Political Science, or Project Management. Alternatively, a first university degree combined with at least two years of additional relevant experience, training, or courses is acceptable. A minimum of five years of relevant postgraduate professional experience is also required.
Requires a minimum of five years of relevant postgraduate professional experience in project management, human capital development, general development, nutrition, or health. Previous experience in nutrition-responsive social protection programming, coordination in humanitarian or development contexts (International organizations/UN system), and working with the Government of Pakistan and UN programs is essential. Strong knowledge of Pakistan's governance system, policies on nutrition, health, social protection, and human capital development, along with excellent coordination, communication, and writing skills, is also necessary.
