CERP is seeking a Program Manager – Analytics in Lahore to lead data-driven engagements focused on operational improvement, strategic analysis, and decision support for clients in public and private sectors. You will diagnose challenges, conduct research, develop strategic recommendations, and support implementation while mentoring a team of Analysts and Associates.

• Master’s degree in Business Administration, Economics, Data Science, Public Policy, or related field.
• Minimum of 8 years of relevant experience in project management, consulting, or analytics roles.
• Experience in managing multi-stakeholder projects and delivering data-driven solutions is preferred.
• A background in consulting and public health, with demonstrated experience leading donor-funded projects and serving as the primary point of contact for clients and donors.
• Proven experience managing at least 2–3 medium- to large-scale projects, including teams of 3–10 or more staff members.
• Strong analytical and problem-solving skills, with the ability to translate complex information into actionable insights.
• Excellent attention to detail, ensuring accuracy and quality across project deliverables.
• Strong written and verbal communication skills, including experience preparing reports, presenting findings, and engaging with clients and stakeholders.

Responsabilidades

• Identify opportunities to improve client operations through data-driven insights and structured problem-solving.
• Analyze data to answer questions, draw insights and intelligence pertinent to an industry or segment. Use the insights and intelligence to make strategic and operational recommendations.
• Ability to visualize, analyze, and conceive efficient systems and system components to solve economic, business, and human problems.
• Facilitate structured discussions and interviews with clients to identify operational challenges and improvement areas.
• Engage with diverse stakeholders including private sector clients, government representatives, funders, and academic partners.
• Work with senior members of the Analytics team to develop efficient workplans, identify items on the critical path, and develop project risk mitigation strategies. Manage the workplan and assign work to other team members.
• Interface with the client, lead planning and status calls, manage client relationship, and lead project delivery to the client’s satisfaction.
• Apply data mining, market research, and business intelligence techniques to generate insights.
• Develop hypotheses, test solutions using data, and refine recommendations.
• Analyze data to answer questions, draw insights, and intelligence pertinent to an industry or segment. Use the insights and intelligence to make strategic and operational recommendations.

The CERP is an organization founded by renowned Pakistani academics in 2008 providing consulting, policy and advisory and economic analysis services to public and private sector in Pakistan. We do this by undertaking rigorous quantitative research, acquiring industry knowledge and building capacity for evidence-based decision and policy making. CERP’s principal investigators include leading economists form Pakistan and abord including Nobel laureates and leading private sector practitioners.

About the Department/Project

CERP Analytics and Systems practice is expanding and pushing the envelope of traditional economic research to combine multiple disciplines, quantitative analysis, qualitative research, behavioral insights and human-centered design to drive our core philosophy to use evidence and insights in a wide variety of business and public sector settings, including but not limited to decision-making, market research, risk analysis, digital transformation and process, product and systems development.

Role Overview

The Program Manager – Analytics will lead consulting engagements focused on operational improvement, strategic analysis, and data-driven decision-making. The role requires strong analytical capabilities, project management expertise, and the ability to translate complex business problems into actionable solutions.

The Program Manager will work closely with clients to diagnose challenges, conduct research and analysis, develop strategic recommendations, and support implementation. The role also involves stakeholder engagement, team leadership, and contribution to business development within the Analytics practice.

Job Responsibilities:

Strategic Responsibilities

• Identify opportunities to improve client operations through data-driven insights and structured problem-solving.

Project & Stakeholder Management

• Facilitate structured discussions and interviews with clients to identify operational challenges and improvement areas.
