Job summary

CDM Smith is seeking a qualified Procurement and Contract Management Specialist for the Sindh Coastal Resilience Sector Project in Pakistan. The role leads end-to-end procurement, ensures compliance with ADB requirements, and advises on FIDIC-based contract administration and dispute resolution.

Travel 20-40%, Hyderabad base with project-site travel as required; 72 months duration with an LOE of 6 months. The assignment requires extensive experience in procurement management and contract

Qualifications

• Relevant qualification in Engineering, Law, Management, or an equivalent field.
• Minimum 15 years of general professional experience.
• At least 10 years of relevant experience, preferably in ADB or similar development partner procurement and contract management activities.
• Demonstrated experience in end-to-end procurement management, market engagement, bid evaluations, FIDIC-based contract management, claims management, and alternate dispute resolution.

Responsibilities

• Lead the end-to-end procurement and contract management function for the Client with support from assigned staff.
• Ensure compliance with ADB's Procurement Policy and Regulations, user guides, guidance notes on procurement and contract management, and other applicable guidelines and staff instructions.
• Plan and manage procurement activities, including market engagement, preparation and review of procurement documentation, and support for bid evaluations.
• Develop, implement, monitor, and update contract management plans for project contracts.
• Prepare and submit quarterly procurement performance reports and contract management plan updates.
• Provide advice on FIDIC-based contract administration, contractual risk, performance issues, variations, claims, and dispute avoidance.
• Advise the Client on handling contractor claims and managing disputes through negotiation, mediation, and local or international commercial arbitration, as applicable.
• Coordinate with the Client, Project Implementation Units, technical specialists, contractors, and other stakeholders on procurement and contract management matters.
• Support capacity building and transfer of knowledge to Client and counterpart staff on procurement and contract management systems.
