Job summary

Descon in Lahore, Pakistan, seeks an experienced procurement professional to lead end-to-end sourcing, vendor management, and purchasing operations across projects. The role focuses on PRs/MRPs review, RFQ coordination, and securing favorable supplier agreements.

You will negotiate terms, supervise CST approvals and POs, ensure timely material delivery, and oversee import processes. A Bachelor's degree and 10–15 years in supply chain are required.

Responsibilities

• Review and approve project PRs and MRPs; ensure RFQs are sent to qualified vendors; coordinate with projects for inputs and schedules.
• Coordinate with projects for inputs and schedules.
• Approve sourcing of new suppliers; consolidate consumables; establish rate running contracts on favorable terms.
• Approve vendor selection in line with market analysis, price, quality, site urgency, and budget; coordinate CSTs preparation.
• Guide project buyers in evaluating quotations; provide input in price and terms negotiation ensuring alignment with project budgets.
• Supervise CST approvals from relevant authorities; ensure timely issuance of POs including terms.
• Ensure timely delivery of materials as per site requirements; monitor safe and cost-effective transportation.
• Supervise import processes, LC establishment, shipment tracking, and customs clearance.
• Monitor critical vendor payments and advances; coordinate with finance.
• Provide regular procurement progress updates to Head Supply Chain; maintain records of payables, advances, and procurement status.
• Approve vendor pre-qualification documentation; ensure compliance with company policies.

• Vendor Selection & Approval:
• Approve vendor selection in line with market analysis, price, quality, site urgency, and budget; coordinate comparative statements (CSTs) preparation.
• Quotation Review & Negotiation:
• Guide project buyers in evaluating quotations; provide input in price and terms negotiation ensuring alignment with project budgets.
• CST Approval & PO Issuance
• Supervise CST approvals from relevant authorities; ensure timely and accurate issuance of POs including all terms and conditions.
• Material Delivery Oversight
• Ensure timely delivery of materials as per site requirements; monitor safe and cost-effective transportation.
• Import / Custom Clearance Oversight
• Supervise import processes, LC establishment, shipment tracking, and customs clearance.
• Vendor Payments & Advances Management
• Monitor critical vendor payments and advances; ensure timely adjustments in coordination with finance.
• Reporting
• Provide regular procurement progress updates to Head Supply Chain; maintain critical records of payables, advances, and procurement status.
• Pre-qualification of Vendors
