Job summary

Descon is seeking a skilled Lead Proposal to join our team in Lahore. The role focuses on mechanical equipment manufacturing, tendering, and cost estimation for boilers, heat exchangers, and other process equipment.

You will lead the creation and submission of technically solid and commercially competitive proposals, review tender documents, and validate detailed cost estimates across fabrication activities. Collaboration with multiple departments ensures bid success.

Qualifications

• Bachelor’s degree in Mechanical Engineering is required.
• 5–7 years of relevant experience in proposals, tendering, estimation, or costing.
• Strong knowledge of boilers, pressure vessels, heat exchangers, and process equipment.
• Working knowledge of ASME codes, material specs, fabrication processes, and inspection requirements.
• Proficiency in technical drawing interpretation, BOQ verification, cost estimation, and MS Office, especially Excel.

Responsibilities

• Lead the preparation and submission of technical and commercial proposals for RFQs and tenders.
• Review tender docs, engineering drawings, technical specs, and BOQs.
• Prepare and validate detailed cost estimates for materials, fabrication, welding, machining, testing, and inspection.
• Coordinate with Engineering, Production, Procurement, QA/QC, and Sales/Marketing to ensure compliant and competitive bids.
• Evaluate applicable codes and standards, including ASME BPVC, TEMA, and industry specs.
• Manage pre-bid and post-bid clarifications and support bid strategy development.
• Guide proposal team members and improve estimation accuracy, costing systems, and proposal quality.
• Facilitate handover of approved cost estimates and docs to Project Management after contract award.

The ideal candidate will have a strong background in mechanical equipment manufacturing, tendering, technical proposal development, and cost estimation, particularly for boilers, pressure vessels, heat exchangers, and other process equipment.

Key Responsibilities

• Lead the preparation and submission of technical and commercial proposals in response to RFQs and tenders.


• Review tender documents, engineering drawings, technical specifications, and Bills of Quantities (BOQs).


• Prepare and validate detailed cost estimates covering materials, fabrication, welding, machining, testing, inspection, and other manufacturing activities.


• Coordinate with Engineering, Production, Procurement, QA/QC, and Sales / Marketing teams to ensure technically compliant and commercially competitive bids.


• Evaluate applicable codes and standards, including ASME BPVC, TEMA, and relevant industry specifications.


• Manage pre-bid and post-bid clarifications, identify technical and commercial risks, and support bid strategy development.


• Guide proposal team members and contribute to improving estimation accuracy, costing systems, and proposal quality.


• Facilitate the handover of approved cost estimates and relevant documentation to Project Management following contract award.
