Job summary

The Citizen Foundation in Pakistan seeks a senior leader to serve as Head of Program and Operational Design. You will translate the Alumni Pathways strategy into integrated programs, frameworks, and operating models across education, counselling, and livelihoods, supported by strong MEL and robust partnerships.

You will collaborate with delivery teams, data insights, and regional stakeholders to design student journeys beyond Grade 10, specify guidance tools, and ensure effective implementation.

Responsibilities

• Translate Alumni Pathways strategy into an integrated program architecture and multi-year roadmap.
• Design and refine program models, standards, and interventions across education, counselling, and livelihoods.
• Develop guidance on life-planning, education choices, and transitions to adulthood.
• Develop counselling approaches and tools to help students assess options.
• Map partners and design strategies to access education and career opportunities.
• Define MEL frameworks, monitoring, and learning across portfolio areas.
• Coordinate with Data Systems to translate program requirements into data definitions and dashboards.
• Provide program guidance to delivery teams and regional stakeholders.
• Contribute to annual planning, resource allocation, and prioritization.
