Pakistan Single Window (PSW) is recruiting on behalf of the National Agri-Trade and Food Safety Authority (NAFSA). The Deputy Director (Training & Development) will design, implement, and govern NAFSA’s learning framework to build a competent, inspection-ready, and future-ready regulatory workforce.

Job description

This position is being recruited by Pakistan Single Window (PSW) on behalf of the National Agri-Trade and Food Safety Authority (NAFSA). NAFSA is being established as a strategic national initiative to strengthen Pakistan’s agri-trade ecosystem through enhanced regulatory oversight, facilitation, and modernization of food safety and trade processes. The selected candidate will be part of NAFSA’s foundational team, contributing to the development of systems, processes, and institutional capabilities.

Position Summary

Reporting to the Director Human Resource & Administration, the Deputy Director (Training & Development) will lead the design, implementation, and governance of NAFSA’s learning and development framework to build a competent, inspection-ready, and future-ready regulatory workforce. The role will institutionalize annual training needs assessment processes, develop structured learning pathways aligned with competency frameworks, coordinate technical and managerial capacity building programmes, and monitor training effectiveness through measurable impact indicators. The Deputy Director will work closely with SAPW, OW, and other technical wings to ensure specialized regulatory and SPS capacity development is systematically embedded within NAFSA’s institutional framework.

Main Responsibilities

• Lead organizational development initiatives including job architecture, role clarity, organization design reviews/updates, and change management support aligned with NAFSA’s mandate and implementation roadmap.
• Develop, update, and operationalize HR/OD policies, SOPs, and governance frameworks to strengthen organizational effectiveness, decision rights, and accountability.
• Support enterprise workforce planning, competency framework development, succession planning, and job evaluation/job grading initiatives, ensuring consistency and documented governance. Engage with Wings/Directorates to assess organizational needs, diagnose structural or process gaps, and recommend improvements to structures, workflows, and operating models.
• Support performance culture initiatives, change enablement programmes, and communication/engagement interventions to drive adoption of new structures, policies, and ways of working.
• Prepare OD dashboards, analytical reports, and management briefs (e.g., headcount structures, span of control, capability gaps, workforce risks, implementation progress) for senior leadership and governance forums as required.
• Perform any other duties assigned by the Director HR & Administration consistent with NAFSA’s mandate.

Education

- Master’s / bachelor’s (minimum sixteen years) in Human Resource Development/Human Resource Management, Organisational Psychology, Management, Public Administration, or related discipline.

Experience

• Minimum 8 years overall experience with 5 years relevant experience in OD, organizational design, HR policy, or change management roles.
• Strong analytical, facilitation, and policy drafting skills.
• Experience in job evaluation and competency frameworks (preferred).
