Job summary

Pakistan Single Window (PSW) on behalf of the National Agri-Trade and Food Safety Authority (NAFSA) seeks a Deputy Director (Training & Development) to design, implement, and govern a comprehensive learning and development framework. You will establish annual training plans, governance processes, and structured pathways for inspectors, scientists, and technical staff.

Qualifications

• Master’s degree in HRD or related field (HEC-recognized) is required.
• 8+ years in training design or organizational learning with 4+ years in supervision.
• Experience designing technical training for regulated sectors is preferred.

Responsibilities

• Lead the annual L&D strategy aligned with mandate and workforce plan.
• Conduct Training Needs Assessments and translate findings into annual plans with budgets.
• Establish learning governance, approvals, and documentation standards.
• Design and deliver technical, regulatory, and managerial training for staff.
• Develop induction programmes for new hires and transfers.
• Coordinate external trainers and partners ensuring quality and value.
• Develop competency frameworks and role-based learning pathways.
• Integrate training inputs with performance management and succession planning.
• Establish KPIs, monitor training impact, and report to management.
• Oversee budgets, vendor evaluation, and contract compliance.
