Qualifications

Responsibilities

  • Provide admin and operational support to ITC Pakistan project team in Islamabad.
  • Support administration, procurement, finance, HR, travel and security coordination.
  • Maintain records, manage visa/clearance processes, and liaise with PMU and field offices.
  • Assist with budget monitoring, payments, and reconciliation of expenditures.
  • Coordinate consultant recruitment and engagement; liaise with UN agencies and government partners.

Job description

Organizational context: The International Trade Centre (ITC) in Pakistan is implementing a Punjab Textile project focused on enhancing textile and clothing enterprises. This role provides essential day-to-day administrative and operational support to the ITC project team in Islamabad, ensuring effective service delivery and business continuity for project activities.

Job purpose: The Associate Administrative Advisor's primary purpose is to provide comprehensive administrative and operational support to the ITC project team in Islamabad, Pakistan. This involves managing various aspects of project execution, including administration, procurement, finance, human resources, travel, and security coordination. The role is crucial for ensuring the smooth and efficient implementation of the Pakistan Punjab Textile project, which aims to support local enterprises through training, coaching, and advisory services on sustainability, compliance, and market linkages. The position contributes to the project's overall success by facilitating operational activities and ensuring adherence to organizational procedures.

Responsibilities: The Associate Administrative Advisor will manage key administrative and operational functions. This includes supporting the Project Management Unit and field offices with daily activities, maintaining records, and coordinating visa and clearance processes. Responsibilities extend to asset and inventory management, and liaising with various stakeholders to facilitate operational support. In procurement, the role involves supporting activities for goods and services, preparing documentation, and maintaining supplier information. Financial duties include assisting with budget monitoring, processing payments, and reconciling expenditures. Human resources support involves coordinating consultant recruitment and engagement. Additionally, the role will manage travel and logistics, act as a Security Focal Point, and support coordination with UN agencies and government counterparts, contributing to effective project implementation and reporting.

Education: An advanced university degree (Master’s or equivalent) in business administration, economics, public administration, finance, management, or a related field is required. A first-level university degree combined with significant qualifying experience may be accepted as an alternative.

Work experience: A minimum of two years of experience is required in administration, finance, accounting, human resources management, or a related area. Experience in programme or project administration, technical cooperation, working within the United Nations system, and with enterprise resource planning (ERP) systems is also desirable.

Skills: Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook. Knowledge of administrative, budgetary, financial, and human resources policies and procedures. Ability to apply UN administrative rules and regulations. Strong conceptual, analytical, and evaluative skills. Excellent communication and teamwork abilities. Effective planning and organizing skills. Fluency in English and Urdu is required.
