Job summary

Philippine Red Cross seeks a WASH Manager to oversee all WASH activities, ensuring safe water, sanitation facilities, and improved hygiene in disaster responses. The role requires strong team leadership and the ability to mentor staff while coordinating with internal and external partners.

Based at PRC National Headquarters in Mandaluyong, you will plan, implement, monitor programs, and provide capacity building, reporting, and strategic input to improve WASH outcomes across projects.

Qualifications

  • Graduate of a four-year allied health or social course.
  • Minimum of 5 years in emergency response, development programming, and WASH.
  • Familiarity with SPHERE Standards.
  • Strong leadership and organizational skills to manage many tasks.

Job description

The WASH Manager will oversee and manage all WASH activities. The WASH office's aim is to provide safe water, adequate sanitation facilities, and services, improve the hygiene knowledge, attitudes, and practices for those affected by the disasters, and promote hygiene and improve access to water and sanitation facilities in long-term programming. The person will be a very strong team leader and able to develop and mentor team members and work with internal and external stakeholders to achieve common objectives mentor team members and working with internal and external stakeholders to achieve common objectives. He/ She must be familiar with the geography and logistical means. Lead the direction of team members and partners in the key areas of water, sanitation, and hygiene (WASH), according to the projects’ activities, and provide recommendations for improvements in accordance with the standards of the Philippine Red Cross.

Coordination and Team Support

  • Coordinate with partners such as IFRC, ICRC, PNSs, Local Government Units, and International/ National Non-Government Organizations for the smooth implementation of set-out plans.

  • Coordinate with the Chapter Administrators and Field Operations Head regarding strategic directions in terms of WASH programming

  • Coordinate with the heads of services and departments at the NHQ to ensure a common approach, synergy, and sharing of information;

  • Coordinate projects and act as a central point of contact for project planning/scheduling for the project team including partners both local and international;

  • Organize the team for maximization of resources, information dissemination, and implementation;

  • Coordinate with the team members for planning and implementation of service delivery or activities;

  • Provide supervision, training, capacity building, technical support, and guidance to WASH staff on the planning, implementation, and management of the WASH programs and activities. Assess training and capacity development needs of WASH personnel and develop training programs to meet these needs.

  • Identify key partners for recovery and establish appropriate coordination mechanisms;

  • Establish linkages and networks among cluster groups;

Program Planning, Implementation, and Monitoring

  • Come up with a comprehensive plan for the affected areas based on the organization’s recovery set target;

  • Manage the implementation and monitors the program plan of activities in the affected areas;

  • Monitor and coordinate project implementation to ensure that all project activities are delivered within the scheduled time frame, budget, and acceptable quality.

  • Ensure the overall success of the implementation of activities by making sure the team completes the defined activities whilst adhering to internal standards and contractual obligations.

  • Facilitate planning meetings and workshops when required;

  • Monitor and evaluate the implementation of the activity to determine more areas for improvement and best practices.

  • Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions. Facilitates requirements and makes a recommendation for planned activities.

  • Ensure thematic issues are mainstreamed in all aspects of implementation (emergency, recovery, and developmental works);

  • Spearhead and facilitate the development of new proposals, appeal for grants, and support from various partners and stakeholders.

Monitoring and Reporting

  • Management of effective and efficient oversight, support, quality control, and reporting systems and processes;

  • Conduct periodic field monitoring and modifications as required;

  • Ensure the PRC and donor reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators and achievements are produced in a quality and timely.

Representation and Coordination

  • Ensure that coordination within the team is maintained;

  • Develop and maintain effective coordination and long-term relationships with external stakeholders, representing PRC positions as required.

  • Represent PRC to meetings with stakeholders (Government and Non-government agencies) to be abreast of the latest updates on who is working where, what when in order to avoid duplication.

  • Participate in the technical and sectoral meetings and working groups involving NGOs and UN Agencies and all other inter-governmental institutions

Job Qualifications

Minimum Education:

  • A Graduate of a four (4) year allied health or social course

Experience Required:

  • Minimum of 5 years of professional experience in emergency response, development programming, and applying technical expertise WASH.

  • Familiarity with SPHERE Standards

  • With leadership quality and highly organized to manage a large number of tasks
