Job summary

The World Food Programme is seeking a Monitoring Assistant in the Research, Assessment and Monitoring (RAM) Unit to support data collection, verification and analysis from field activities, partners and government counterparts in Cebu City and Tacloban City.

Based in Cebu City or Tacloban City, the post supports monitoring of El Niño‑related and other preparedness, response and recovery activities, develops tools and field reports, and helps ensure accountability to affected populations through

Qualifications

• Education: secondary school; post-secondary certificate desirable.
• 5+ years with UN/NGO/government in disaster management or related programmes.

Responsibilities

Duration: 6 months, with a possibility of extension

This position is open to Filipino nationals only.

BACKGROUND AND PURPOSE OF ASSIGNMENT

The Monitoring Assistant (MA) will work under the direct supervision of the Monitoring and Evaluation Officer in the RAM Unit. While in the field, the MA will coordinate and report to the Programme Associate who will serve as the team leader for the province/region. The role will support the monitoring of WFP’s ElNíño-related and other preparedness, anticipatory action, response and recovery activities by collecting, verifying, consolidating and analyzing data from field activities, partners and government counterparts.

The Monitoring Assistant will contribute to the preparation of monitoring tools, activity trackers, field visit reports, situation updates and other information products, helping ensure that implementation progress, beneficiary feedback, risks and operational gaps are documented in a timely and accurate manner. Through these functions, the post will support evidence-based decision-making, accountability to affected populations, and strengthened national and local capacities for early warning, emergency readiness, cash-based assistance, and adaptive and shock-responsive social protection systems.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES

• Verify the planned distribution of cash and early recovery assistance, resolving routine issues and escalating where appropriate, to ensure that the quality of the operation is in line with WFP standards.
• Collect and summarize assistance data in sampled remote locations, collaborating with government and cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.
• Supervise third party monitors both in person and remotely as needed.
• Liaise with government, cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
• Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
• Arrange for regular meetings with community leaders, government and cooperating partners on distribution arrangements, entitlements and other relevant issues to support effective communication flow and efficient operations.
• Facilitate community feedback by supporting the use of appropriate government grievance redress mechanisms and WFP community feedback channels, ensuring that feedback, complaints and protection-related concerns are documented, referred, followed up and reported in line with established accountability standards.
• Support regular food commodity price monitoring by collecting, verifying and consolidating market price data for key staples and food items in drought-affected or at-risk areas, and prepare timely summaries to inform WFP analysis, early warning, cash transfer value reviews and operational decision-making.
• Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methodologies to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
• Prepare field mission reports and other monitoring documentation to document programme implementation progress and findings.
• Perform other monitoring and field-related duties, as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

Education: Completion of secondary school education. A post‑secondary certificate in monitoring and evaluation, statistics, social science, disaster management, development studies, or a related functional area is desirable.

Experience: At least five (5) years of professional experience with UN agencies, NGOs, government institutions, academia or private sector with a focus on disaster management, resilience, humanitarian, development, or related programmes and activities. Demonstrated field experience working in remote or hard‑to‑reach locations. Experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and preparing reports and findings for reporting findings to management team, partners, donors and other stakeholders. Experience utilizing WFP monitoring and evaluation systems, tools, and standards is desirable.

LANGUAGE

Fluency in both oral and written English is required. Knowledge of Filipino and/ or local language(s) of the duty station is an advantage.

KNOWLEDGE AND SKILLS

Strong written and verbal communication skills. Strong interpersonal and partnership-building skills with internal and external counterparts. Demonstrated knowledge of programme monitoring methodologies, data collection, verification and reporting. Ability to work effectively in multicultural teams and establish positive working relationships with people of different cultural backgrounds. Strong organizational skills with ability to work within tight deadlines and manage multiple tasks simultaneously. Proficiency in Microsoft Office applications, particularly, Excel, Word and Powerpoint.
