• Act as manager of projects and maintenance contracts for Isla LPG piping, storage, and handling facilities.
• Ensure projects and contracts comply with Isla standards and HSSE requirements.
• Coordinate with LPG distribution group to ensure safe, reliable deliveries to installations and plants.

Job Overview

The Technical & Engineering Team Lead develops and manages a team within the Technical & Engineering Department in support of marketing strategies, and ensures compliance with statutory Health, Safety, Security, and Environment (HSSE) standards covering the installation and operation of Isla LPG handling, piping, and storage equipment at customer premises and LPG Filling Plants. To provide technical, engineering, as well as HSSE support to LPG direct customers, distributors, and indirect customers as well as government programs for the LPG industry.

Duties and Responsibilities

• Ensure that all Isla LPG piping, storage, and handling facilities are designed, installed, and operated in compliance with statutory and HSSE standards.
• Keep abreast of new technology and standards on LPG equipment as a means to improve the level of safety of LPG facilities, as well as services to customers.
• Assist the Technical and Engineering manager in planning, preparation, and control of annual CapEx and OpEx budgets in support of marketing strategies.
• Act as manager of projects and maintenance contracts for assigned Isla LPG piping, storage, and handling facilities.
• Ensure such projects and contracts under are prepared and implemented in compliance with Isla standards and statutory financial control requirements.
• Monitor payments and other contractual obligations and ensure compliance with company payment policies.
• Ensure that the HSSE risks associated with the design, installation, and operation of LPG piping, storage, and handling facilities are managed to as low a reasonably practicable through an effective HSSE management system (MS) for contractors that is linked to the company's overall HSSE MS.
• Help prepare and implement HSSE program for the Technical & Engineering Team covering the design, installation, and operation of LPG piping, storage, and handling facilities.
• Lead and coach direct report Technical Service Engineers and manage their competency development.
• Coordinate with the LPG distribution group in ensuring safe and reliable deliveries to LPG installations at customer premises and Filling Plants.
• Provide feedback and assistance to the Sales Team in identifying and developing new LPG applications and technologies to capture emerging demand for long-term growth and profitability.
• Ensure that the maintenance and operation of assigned Isla LPG piping, storage, and handling facilities are consistent with Customer Value Propositions (CVPs) and other business strategies.
• Act as technical adviser to direct report technical service engineers.
• Serves as focal for Fuel Conversion Projects.
• Along with the direct report technical service engineers:
  • Design LPG installation and piping systems for commercial and industrial customers.
  • Prepare detailed cost estimates of LPG projects and conduct tender for projects in accordance with company regulations.
  • Supervise construction of LPG installations and piping system and ensure compliance with statutory and Isla HSSE requirements.
  • Ensure projects are implemented cost effectively and within schedule.
  • Conduct safety audits on LPG installations and filling plants and initiate corrective action.
  • Conduct periodic risk management appraisals for contractors.
  • Implement maintenance program for Isla LPG handling, piping, and storage equipment at customer premises.
  • Monitor and maintain optimum inventory of LPG tanks and equipment.
  • Coordinate with Contracts and Procurement (CP) and suppliers on sourcing of LPG equipment.
  • Ensure optimum utilization of LPG assets and resources.
  • Respond promptly to emergency calls and customer complaints.
  • Organize and conduct safety training for customers and contractors.
  • Prepare and implement safety program for our own area of responsibility.
  • Assess HSSE performance of projects.

Qualifications

• Licensed Mechanical Engineer
• More than 5 years experiences as a Technical Services Engineer
• Long experience in LPG Technology and Engineering.
• Very good understanding of LPG business
• Strong HSSE background
