Job summary

HRTx Inc in Metro Manila is seeking an experienced Technical Recruitment Manager to lead the recruitment of highly skilled technical talent for a telecommunications organization.

The role will oversee end-to-end recruitment strategies for technical and specialized positions, while partnering closely with business leaders and hiring managers to understand workforce requirements and deliver high-quality talent within agreed timelines.

Qualifications

• Bachelor’s degree in HR, psychology, business, or related field.
• 6–8 years in recruitment or talent acquisition, with tech/specialized roles.
• 2–3 years in leadership/recruitment managerial roles.
• Experience in telecommunications, IT, engineering, or tech environments.
• Strong stakeholder management and collaboration with senior leaders.
• Proficient in ATS, LinkedIn Recruiter, recruitment platforms, and sourcing tools.

Responsibilities

• Lead end-to-end recruitment strategy for technical, engineering, IT, network, and other specialized positions.
• Partner with business leaders and hiring managers to understand workforce requirements and hiring priorities.
• Develop sourcing strategies for hard-to-fill technical positions.
• Lead talent mapping and market intelligence to build sustainable pipelines.
• Manage recruitment across Network Engineering, Telecommunications Engineering, IT, Cybersecurity, and other technical roles.
• Oversee sourcing through LinkedIn, job portals, networks, referrals, and campaigns.
• Screen candidates, assess technical competency, and conduct interviews.
• Ensure targets, SLAs, and quality-of-hire expectations are met.
• Coach and manage Recruitment Specialists and Talent Acquisition team.
• Monitor metrics like time-to-fill, time-to-hire, source effectiveness, and offers.
