LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long‑term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About The Position

The Department of Health (DOH) manages its supply chain through the Supply Chain Management Service (SCMS), which is responsible for the warehousing and storage of medicines, vaccines, and other medical commodities. Procurement activities are undertaken through both the central offices of the Department and the regional Centers for Health Development (CHDs).

An effective supply chain is essential to ensure the timely and continuous delivery of essential health commodities across the various levels of the health system, including regional warehouses, provincial and district warehouses, local government unit (LGU) health offices, rural health units, barangay health centers, and public hospitals.

The Supply Chain Management Advisor will provide technical expertise to support DOH in strengthening supply chain management and addressing existing issues and operational gaps. The Advisor will assess current systems, processes, and operational arrangements and recommend critical projects and interventions to support the continued and effective implementation of the Department’s mission.

The Advisor will support improvements in existing DOH warehousing, inventory, and distribution methods and process flows, with particular focus on operational continuity, cost optimization, and service‑level agreement execution.

The Advisor will support the DOH in carrying out life‑saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

Responsibilities

The Supply Chain Management Advisor will provide technical assistance to strengthen DOH supply chain management, particularly warehousing, inventory, distribution, and related operational processes.

Key Responsibilities Include

• Support effective end‑to‑end execution of the receipt, storage, and dispatch of health commodities.
• Support rigorous management and control of freight, labor, and warehouse space utilization to improve cost efficiency.
• Support improvements in order fulfillment accuracy and adherence to established delivery timelines and service‑level agreements.
• Undertake a strategic assessment of current logistics and distribution structures and process flows.
• Identify and assess key distribution gaps and warehousing management issues.
• Assess the management of central and regional warehouses, including temperature control, inventory management, and cold chain standards.
• Assess the movement and distribution of health commodities from the central office to CHDs and onward to LGUs, including the support provided by third‑party logistics (3PL) and fourth‑party logistics (4PL) providers.
• Assess the utilization of digital tools, including SAP or ELMIS, for tracking stocks, minimizing stockouts, and managing supply chain data.
• Provide proposed solutions and technical guidance on identified supply chain management gaps and issues.

Specific Responsibilities

Supply Chain Assessment

• Conduct a strategic assessment of existing logistics and distribution structures and process flows.
• Identify and assess distribution gaps and warehousing management issues.
• Assess forecast accuracy, fill rate, service‑level efficiency, truck utilization, and inventory management.
• Conduct root‑cause analysis of soon‑to‑expire (SOTEX) commodities and support the development of appropriate action plans.

Warehousing and Storage

• Assess the management of central and regional warehouses.
• Review the implementation of appropriate temperature control measures.
• Assess inventory management practices and identify gaps affecting the effective storage and management of health commodities.
• Assess the implementation of cold chain standards and identify areas requiring improvement.

Distribution and Logistics

• Assess the movement and distribution of health commodities from the DOH central office to Centers for Health Development and onward to Local Government Units.
• Assess existing distribution arrangements and identify gaps affecting the timely and continuous delivery of essential health commodities.
• Review the utilization and role of third‑party logistics (3PL) and fourth‑party logistics (4PL) providers in supporting health commodity distribution.
• Assess relevant logistics performance, including truck utilization, order fulfillment, and adherence to established delivery timelines.

Moving and Tracking

• Assess the utilization of digital tools, including SAP or ELMIS, for tracking health commodity stocks.
• Assess the use of available systems to minimize stockouts and strengthen inventory management.
• Review existing approaches to supply chain data management and identify opportunities for improvement.
• Provide technical guidance on the use of SAP for data processing and centralization of corporate data into a single, integrated platform.

Key Outputs

The Advisor will support the preparation and delivery of the following outputs during the engagement:

• Supply Chain Process Flow Assessment: Assessment and analysis of the current process flow covering the receipt of procured health commodities, inventory management, and transportation.
• Distribution, Warehousing, and Inventory Gap Assessment: Review and evaluation of existing distribution, warehousing, and inventory gaps.
• Proposed Solutions and Technical Guidance: Proposed solutions and technical guidance on matters relevant to identified gaps, including full third‑party management.
• SAP and Supply Chain Data Management Recommendations: Technical guidance and recommendations on the use of SAP for data processing and the centralization of corporate data into a single, integrated platform.

Reporting

The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the adviser will participate in bi‑weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the Contracting Officer’s Representative (COR).

Qualifications

• Bachelor’s degree in any relevant field.
• At least seven (7) of progressively responsible professional experience in supply chain management, logistics, warehousing, inventory management, distribution, or a related field.
• Demonstrated experience in assessing and improving supply chain systems, processes, and operational arrangements.
• Demonstrated experience in warehousing, inventory management, logistics, and distribution operations.
• Experience in assessing supply chain performance indicators, including inventory levels, fill rates, service levels, transportation utilization, and related operational metrics.
• Experience working with third‑party logistics providers and/or other outsourced logistics arrangements.
• Experience with digital supply chain management systems, enterprise resource planning systems, or logistics management information systems.
• Strong analytical, organizational, planning, and problem‑solving skills.
• Excellent interpersonal skills and ability to work effectively with government counterparts and other stakeholders.
• Strong written and oral communication skills in English.
• Ability to prepare technical assessments, analyses, reports, recommendations, and briefing materials.
• Proficiency in Microsoft Office applications.
• Ability and willingness to conduct field visits to warehouses, regional offices, health facilities, and other relevant supply chain locations.
