Qualifications

  • CPA required with a bachelor’s degree in finance, accounting, business administration, economics, health administration, health economics, public administration, or related field.

LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About The Position

The Financial Management and Operational Efficiency Advisor will provide strategic and technical assistance to the Department of Health (DOH), particularly the Office of the Secretary, to strengthen financial management and operational efficiency across DOH-managed hospitals.

The Advisor will support DOH efforts to standardize financial reporting practices, strengthen financial evaluation of capital expenditures (CAPEX), and identify systemic financial and operational bottlenecks affecting hospital performance. The position will provide technical assistance in developing financial reporting frameworks and analytical tools, assessing capital investments, and identifying opportunities to improve revenue cycle management, pharmaceutical inventory management, and hospital operating efficiency.

The position will also support relevant health systems strengthening priorities under U.S.-Philippines bilateral health cooperation, including the Development Objective Agreement – Improved Health for Underserved Filipinos (DOAg-IHUF) and the Strategic Objective Agreement (SOAG) on Advancing Integrated and Sustainable Health Systems in the Philippines, as appropriate.

The Advisor will work closely with the Office of the Secretary, relevant DOH central offices, DOH-managed hospitals, finance and administrative units, and other stakeholders involved in health financing, hospital management, capital investment, and health service delivery.

The Advisor will support the DOH in carrying out life‑saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

Responsibilities

The Financial Management and Operational Efficiency Advisor will provide strategic and technical support to strengthen financial management, capital investment evaluation, and operational efficiency across DOH-managed hospitals.

Key Responsibilities Include
  • Assess existing financial reporting and management practices across selected DOH-managed hospitals and identify opportunities for greater standardization and efficiency.
  • Support the development of standardized financial reporting frameworks, templates, dashboards, and analytical tools for use by DOH and DOH-managed hospitals.
  • Provide technical assistance in strengthening financial evaluation and prioritization of capital investments, including hospital facility expansion, medical equipment, and digital infrastructure investments.
  • Support the development and application of financial and other analytical approaches to assess proposed capital investments and inform management decision‑making.
  • Assess financial and operational bottlenecks affecting hospital performance, including revenue cycle management, pharmaceutical inventory management, and facility operating costs.
  • Develop practical recommendations and improvement strategies to address identified financial and operational inefficiencies.
  • Support coordination among relevant DOH offices, DOH‑managed hospitals, the U.S. Government, and other stakeholders involved in health financing and hospital management.
  • Prepare financial analyses, executive briefings, technical reports, presentations, and other decision‑support materials for DOH leadership.
  • Perform other related functions within the scope of the engagement, as may be assigned by the Office of the Secretary.
Financial Reporting and Management
  • Review and assess existing financial reporting practices and workflows across selected DOH-managed hospitals.
  • Support harmonization of relevant Government Accounting Manual reporting requirements with appropriate healthcare cost‑accounting and management information approaches.
  • Support the development of standardized cost‑center structures and reporting templates for key hospital service areas, including emergency, intensive care, operating room, outpatient, and diagnostic services.
  • Develop or strengthen financial dashboards and tracking tools that enable hospital leadership and DOH management to monitor key financial indicators.
  • Provide technical input in the development of standardized guidance covering financial reporting, data governance, reporting timelines, and validation processes.
Project and CAPEX Evaluation
  • Support the development and standardization of financial evaluation approaches for hospital capital projects, including facility expansion, medical equipment acquisition, and digital infrastructure.
  • Develop standardized business case templates and analytical tools to support assessment of proposed capital investments.
  • Apply appropriate financial evaluation methods, including Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period, where applicable, to support capital investment decisions.
  • Support the development of multi‑criteria approaches for prioritizing capital investments based on considerations such as patient safety, population needs, clinical urgency, strategic alignment, financial requirements, and implementation feasibility.
  • Provide technical recommendations on financial thresholds, review processes, and decision points for capital investments.
Financial and Operational Efficiency
  • Review Revenue Cycle Management processes across selected DOH-managed hospitals and identify factors contributing to claims denials, returns‑to‑hospital, collection delays, and other revenue leakage.
  • Assess pharmaceutical inventory management and procurement‑to‑dispenation processes, including inventory turnover, wastage, stockouts, and related financial implications.
  • Review major facility operating costs, including electricity, water, and clinical waste management, and identify opportunities for improved cost efficiency.
  • Develop actionable recommendations and improvement plans addressing identified financial and operational bottlenecks.
Monitoring, Analysis, and Decision Support
  • Develop and maintain analytical tools and dashboards to track relevant financial, operational, and efficiency indicators.
  • Analyze financial and operational data to identify trends, risks, bottlenecks, and opportunities for improvement.
  • Support DOH in translating financial and operational findings into practical management actions and institutional improvements.
  • Prepare executive‑level financial analyses, briefing materials, technical memoranda, presentations, and recommendations to support management decision‑making.
Coordination and Institutional Strengthening
  • Coordinate with relevant DOH central offices, DOH‑managed hospitals, finance and administrative units, and other stakeholders in carrying out financial and operational assessments.
  • Facilitate consultations and technical discussions to support the development and adoption of standardized financial management and CAPEX evaluation approaches.
  • Support knowledge transfer and capacity strengthening of relevant DOH and hospital personnel on the financial management tools, frameworks, and approaches developed under the engagement.
  • Support alignment of relevant activities with broader health systems strengthening priorities and U.S.-Philippines bilateral health cooperation, as appropriate.
Key Outputs
  • Inception Report and Work Plan: Baseline assessment framework, identification of pilot hospitals, proposed methodology, and site visit/work schedule.
  • Standardized Financial Reporting Framework: Standardized hospital cost‑center structures, financial reporting templates, automated monthly/quarterly dashboards, and a Financial Reporting Compliance Manual. The source specifically envisions cost centers such as ER, ICU, operating room, outpatient, and diagnostics.
  • Standardized CAPEX Evaluation Framework: Business case templates and standardized tools for evaluating and prioritizing capital investments, including NPV, IRR, Payback Period, and a Capital Prioritization Scoring Matrix.
  • Financial and Operational Efficiency Assessment and Improvement Plan: Assessment of revenue cycle management and financial leakage, pharmacy inventory efficiency, and facility operating costs, with practical recommendations and corrective actions.
  • Final Consolidated Institutional Report and Roll‑out Plan: Consolidated findings and recommendations, an executive close‑out brief, and a proposed implementation plan for broader institutional roll‑out.
Reporting

The Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the adviser will participate in bi‑weekly calls with U.S. DOS staff. The format for reporting may be adjusted with concurrence from the Contracting Officer’s Representative (COR).

Qualifications
  • Certified Public Accountant (CPA), with bachelor’s degree in finance, accountancy, business administration, economics, health administration, health economics, public administration, or another relevant field.
  • At least seven (7) years of progressively responsible professional experience in financial management, financial analysis, healthcare finance, hospital management, capital investment evaluation, or a closely related field.
  • Demonstrated experience in financial analysis, budgeting, cost accounting, financial reporting, or operational efficiency assessment.
  • Experience conducting financial evaluation of capital investments, including application of financial analysis tools and methodologies.
  • Demonstrated ability to analyze complex financial and operational information and translate findings into practical recommendations for senior management.
  • Experience developing financial dashboards, management reports, analytical tools, or standardized financial reporting systems.
  • Strong analytical, organizational, planning, and problem‑solving skills.
  • Excellent written and oral communication skills in English.
  • Ability to prepare high‑quality financial analyses, technical reports, executive briefings, presentations, and other management‑level products.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
  • Ability and willingness to conduct site visits to DOH‑managed hospitals and engage with hospital leadership, finance teams, and other technical personnel.
