Job Description
The role is part of the Source to Pay Team in Manila. The role is responsible for handling simple to medium Subcontract activities and provides procurement support to the AECOM Project team, supplier relationship and performance management while driving compliance and delivering strategic value.
Responsibilities & Duties
- Follow and enforce procurement related policies and procedures.
- Develop understanding of subcontracting terminology.
- Foster relationships internally with stakeholders and externally with suppliers and other groups.
- Present the subcontracting and procurement process to stakeholders in an effective manner.
- Assist the business when projects depart from basic procurement principles.
- Communicate effectively, resolve conflicts, solve problems, and make efficient and effective supply management decisions.
- Perform subcontracting and procurement functions.
- Develop understanding of procurement systems and tools.
- Assist with preparation and solicit Requests for Information (RFI), Requests for Proposal (RFP) and Requests for Quotation (RFQ) for all services and goods.
- Prepare and execute Purchase Orders and Subcontracts.
- Negotiate deviations from company terms and conditions and minimum insurance requirements.
- Maintain subcontract and procurement documentation.
- Contact subcontractors for timely submittal of proposals and clarifications.
- Support indirect procurement projects through all phases: proposal, planning, execution, and closeout.
- Lead and execute procurement and contracting strategies.
- Coordinate sourcing and contracting with stakeholders.
- Ensure procurement compliance and best commercial terms.
- Follow, reinforce and continuously improve Source-to-Pay policies, procedures, and processes.
- Act as a liaison between Business Units and Global Business Services (GBS).
- Build strong, trusted relationships with Business Unit and cross-functional leaders, continuously adding value.

Qualifications
- Bachelor’s degree and +2 years of related experience in engineering, procurement, and/or construction environments in a multi-location project-based industry.
- Workhours: 8:30AM to 5:30PM Manila Time
Preferred Qualifications
- +2 years of experience in engineering, procurement, and construction within a multi-location, project-based industry.
- Experience in subcontracting or other procurement functions.
- Ability to understand subcontracting and procurement terminology.
- Competency to perform subcontracting and procurement management functions.
- Experience in managing tactical and strategic supplier relationships.
- Analytical abilities.
- Experience in managing tactical and strategic supplier relationships. Intermediate computer skills and ability to use procurement systems, proficient in Microsoft Word, Excel, Adobe Acrobat and PowerPoint.
- Ability to read traditional & simplified Chinese is a bonus.
