Job summary

AECOM Philippines, Inc. is seeking a Subcontracts Administration professional to support indirect procurement across the full lifecycle, including RFx, planning, execution and closeout.

You will collaborate with Business Units and Global Services to ensure timely procurement services delivered under established processes. The role requires strong contracting and sourcing knowledge, with experience in procurement systems such as Coupa eProcurement and DocuSign CLM.

Qualifications

  • Bachelor's degree required with experience in procurement or construction environments.
  • CPSM or equivalent certification preferred.
  • 3-4 years in engineering/procurement within multi-location projects is a plus.

Responsibilities

  • Support procurement initiatives and policy adherence to deliver value.
  • Assist in Source-to-Pay processes, improving service delivery.
  • Provide guidance on procurement and contracting processes to stakeholders.
  • Coordinate sourcing and contracting activities to meet business requirements.
  • Prepare RFx events, tenders, and contract maintenance for indirect spend.
  • Assist in contracts administration and supplier onboarding.

Job Description

TThe role is part of the Subcontracts Administration team and supports indirect procurement activities throughout the procurement lifecycle, including proposal, planning, execution, and closeout. Working under established processes and guidance, the role performs a variety of routine and transactional procurement tasks, coordinates with Business Units and Global Business Services (GBS), and helps ensure timely delivery of procurement services. The role builds effective working relationships, supports compliance with procurement policies and procedures, and assists in best commercial terms for the business.

Responsibilities & Duties
  • Support the implementation and adherence to procurement initiatives, policies, and procedures to deliver value to AECOM.
  • Assist in the administration and continuous improvement of Source-to-Pay (S2P) processes, policies, and procedures to enhance service delivery.
  • Provide guidance to internal stakeholders on procurement and contracting processes, procedures, and activities.
  • Support cross-functional and corporate users in the effective use of Coupa eProcurement and DocuSign CLM systems.
  • Coordinate sourcing and contracting activities with stakeholders to support business requirements.
  • Prepare and administer RFx events, competitive tenders, site walks, commercial evaluations, contract awards, and contract maintenance activities for indirect spend categories.
  • Assist in the preparation, execution, and administration of procurement contracts and related documentation.
  • Facilitate supplier onboarding and prequalification activities in accordance with established processes.
  • Review procurement records, documentation, and approval workflows within procurement systems to ensure completeness and compliance.
  • Maintain accurate procurement documentation and records in accordance with company policies and regulatory requirements.
  • Support the resolution of supplier inquiries and disputes, escalating issues as appropriate. −
  • Escalate contract, insurance, and commercial exceptions to leadership for review and guidance.
  • Escalate situations where projects deviate from established procurement principles, policies, or procedures.
  • Manage assigned portions of multiple procurement activities simultaneously, prioritizing tasks to meet established deadlines.
  • Support Sustainable Procurement initiatives by promoting decarbonization and supplier diversity through engagement with small and disadvantaged businesses.
  • Communicate effectively and collaborate with internal and external stakeholders to support procurement objectives and resolve routine issues.
  • Perform assigned duties under close supervision and seek guidance on complex or non-routine matters.
Qualifications

Minimum Requirements

  • Bachelor’s degree
  • At least 2 years of related experience in engineering, procurement, and/or construction environments in a multi-location project-based industry or a demonstrated equivalency of experience and/or education

Preferred Qualifications:

  • Certified Professional Supply Management (CPSM), or other relevant professional certification
  • 3-4 years of experience in engineering, procurement, and construction within a multi-location, project-based industry
  • Deep understanding of commercial and contracting terms, measures, concepts, principles, and strategies
  • Familiarity with Certificates of Insurance and various policy types and limits
  • Procurement Project Planning & Management
  • Ability to read traditional & simplified Chinese is a bonus
