Job summary

Panagora Group is seeking a Senior Researcher (Consultant) to support the PIMMELA monitoring, evaluation, and learning activity in the Philippines and partner regions. This short-term assignment involves finalizing and disseminating the TB Evaluation Framework work, with remote work and occasional travel to project sites.

The ideal candidate has an advanced degree and 5+ years of experience in evaluations, strong mixed-methods skills, and the ability to lead a small team and deliver high-quality

Qualifications

• Advanced degree in evaluation, health, social sciences, public policy, business management, or a related field.
• Minimum of 5 years of experience in designing and leading performance evaluations, rapid assessments, or analytical studies.
• Experience managing evaluations, assessments, or documentation of health programs or health systems.
• Strong expertise in mixed-methods research design, including qualitative data collection and analysis.
• Proven ability to manage multi-member assessment teams and deliver high-quality reports within tight timeframes.
• Excellent written and verbal communication skills in English.

Responsibilities

• Lead the review and refinement of the Preliminary Evaluation Report.
• Oversee validation and additional analysis.
• Lead the preparation of the Final Evaluation Report.
• Lead the consultations with relevant stakeholders.
• Ensure that comments are appropriately addressed.
• Oversee final quality assurance and publication of report and other knowledge products.
• Supervise the Research Assistant.
