Job summary

Panagora Group is seeking a Senior Researcher (Consultant) for the Philippines-based Monitoring, Evaluation, and Learning (MEL) activity. The role supports finalization and dissemination of the TB Evaluation framework findings and engages stakeholders across the Philippines, Papua New Guinea, Pacific Islands, and Mongolia projects.

Location: Philippines; primarily remote, with possible in-person travel to project sites.

Qualifications

• Advanced degree in evaluation, health, social sciences, public policy, business management, or a related field.
• Minimum of 5 years of experience designing and leading performance evaluations, rapid assessments, or analytical studies for U.S. government-funded programs preferred.
• Experience managing evaluations or health programs in the Philippines or abroad.
• Strong expertise in mixed-methods research design, including qualitative data collection and analysis.
• Proven ability to manage multi-member assessment teams and deliver reports within tight timeframes.
• Excellent written and verbal communication skills in English.

Responsibilities

• Lead the review and refinement of the Preliminary Evaluation Report.
• Oversee validation and additional analysis.
• Lead the preparation of the Final Evaluation Report.
• Lead consultations with relevant stakeholders.
• Ensure comments are addressed and QA of report and knowledge products.
• Supervise the Research Assistant.
