Panagora Group is seeking a Senior Researcher (Consultant) for the Philippines-based Monitoring, Evaluation, and Learning (MEL) activity. The role supports finalization and dissemination of the TB Evaluation framework findings and engages stakeholders across the Philippines, Papua New Guinea, Pacific Islands, and Mongolia projects.

Location: Philippines; primarily remote, with possible in-person travel to project sites.

Competenze

• Advanced degree in evaluation, health, social sciences, public policy, business management, or a related field.
• Minimum of 5 years of experience designing and leading performance evaluations, rapid assessments, or analytical studies for U.S. government-funded programs preferred.
• Experience managing evaluations or health programs in the Philippines or abroad.
• Strong expertise in mixed-methods research design, including qualitative data collection and analysis.
• Proven ability to manage multi-member assessment teams and deliver reports within tight timeframes.
• Excellent written and verbal communication skills in English.

Job Description

Background

The Philippines, Papua New Guinea,Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity(PIMMELA) is a US Department of State (DoS)-supported monitoring, evaluation,and learning project implemented by Tetra Tech. As a subcontractor on thePIMMELA project, Panagora Group is seeking a Senior Researcher (Short-TermTechnical Assistance) to support the finalization and dissemination of theevaluation of the TB Implementation Framework Agreement – TB Commitment Grant(TIFA-TCG) in the Philippines. T he assignment will build on theexisting Preliminary Evaluation Report prepared in January 2025 and focus onvalidating findings, addressing stakeholder comments, refining the analysis,and finalizing the evaluation report. Targeted follow-up may be undertaken, asnecessary, to clarify findings or address material evidence gaps. Thisassignment does not involve conducting a new evaluation or a new round ofprimary data collection.

Requirements

Required Qualifications:

• Advanced degree inevaluation, health, social sciences, public policy, business management, or arelated field
• Minimum of 5 years ofexperience in designing and leading performance evaluations, rapid assessments,or analytical studies, preferably for U.S. Government-funded programs (DoS,USAID, or similar)
• Demonstratedexperience managing evaluations, assessments, or documentation of healthprograms or health systems in the Philippines or abroad
• Strong expertise inmixed-methods research design, including qualitative data collection andanalysis
• Proven ability tomanage multi-member assessment teams and deliver high-quality reports withintight timeframes
• Excellent written andverbal communication skills in English

Preferred Qualifications:

• Familiarity with the TIFA-TCG mechanism orits implementation in the Philippines

Physical Requirements:

• Prolonged periods sitting orstanding at a desk and using a computer
