About the Role:

The Program Manager will work closely with development impact team in coordination with operational departments, management, and external stakeholders to strengthen the monitoring and tracking of the implementation of the development impact framework, support capacity building, drive analytical research, and promote the use of evidence in decision-making and adaptive management.

Scope of Work/Responsibilities:

1. 1. The Senior Program Manager will lead the establishment of the information systems to support the development, implementation, and continuous improvement of ADB's Development Impact Framework. The information systems should support the planning and implementation of the following activities:

   • Capacity building
   • Deliver training on the development impact framework for ADB staff and DMC counterparts, including on application of methodologies, data collection systems and use of evidence and learning for adaptive management.
   • Operations support and Advisory
   • Provide advisory and technical support to project teams throughout the design, implementation and self-evaluation of lending operations.
   • Coordinate ERDI support for country and private sector diagnostic studies to inform the preparation of country partnership strategies and private sector development plans.
   • Operational analytics and research
   • Impact and nimble evaluation
   • Conduct impact and nimble evaluation to support learning and adaptive management of lending operations.
   • Synthesize evaluation findings into briefings and other knowledge products that inform operations departments on how to improve project quality at design stage and during implementation.
2. 2. The Senior Program Manager will plan and coordinate the internal clearance and other requirements to establish the evidence Portal, a centralized platform designed to make evidence-informed project design more accessible and efficient across ADB.
