Job summary

iScale Solutions is seeking a seasoned Grants Officer to lead grant procedures, oversee implementation, and ensure donor compliance in our Philippines operations. You will coordinate with project teams, finance, and HQ to maintain transparent award processes and robust oversight of grant activities.

The role requires a Master’s degree and at least 5 years in grants or contract management, with strong analytical and coordination skills, and fluency in English. Prior EU/AFD exposure is an asset.

Qualifications

• Master's degree in project management, law, finance, public/business administration, international development or related field.
• At least 5 years of grants, project or contract management experience with donor-funded projects.
• Experience with calls for proposals, evaluation, grant agreements and beneficiary reporting.
• Strong knowledge of grant procedures, donor compliance, risk and audit trails; international donor exposure is a plus.
• Strong analytical, drafting, coordination and organisational skills; able to guide junior staff.

Responsibilities

• Design grant mechanisms and prepare calls for proposals with guidelines, budgets, eligibility criteria and evaluation tools.
• Coordinate publication of calls, information sessions and Q&A ensuring transparency and fairness.
• Manage application registration, eligibility screening, evaluation records and award recommendations.
• Prepare grant agreements, amendments and ensure alignment with budgets, activities and donor requirements.
• Oversee grant implementation, beneficiary reporting, deadlines, risks and corrective actions; mentor junior staff.
• Coordinate with Finance on payment requests, prefinancing, financial reports and expenditure checks.
• Monitor contractual obligations, grant risks, procurement compliance and escalation of issues.
• Train beneficiaries on grant conditions, reporting, procurement, visibility and audit requirements.
• Ensure complete grant files, audit readiness, final reports and proper archiving.
• Maintain grant trackers and dashboards; improve templates and workflows with the team.
