Job summary

IDLO - International Development Law Organization is seeking a Process Mapping Consultant to document current non-adjudicative processes and design the future OSCM state for the Philippine judiciary. Work will be conducted under supervision of IDLO Senior Program Advisor, coordinating with the EU‑GOJUST team and Supreme Court stakeholders.

Responsibilities include desk reviews, mapping current and future states, identifying process owners, bottlenecks, and ensuring inclusive outcomes by applying

Qualifications

• Advanced degree in Public Administration, Law, Business Admin, OR Organizational Development.
• 8+ years in process mapping or organizational analysis, preferably in justice/public sector.
• Experience analyzing institutional documents and policies.
• Fluency in English and Filipino.

Responsibilities

• Conduct a desk review of SC/OCA issuances, org charts, manuals, and related docs.
• Review current state mappings; identify owners, bottlenecks, and duplications.
• Design and map future non-adjudicative processes reflecting OSCM model.
• Submit final process maps after validation with EU‑GOJUST and Supreme Court stakeholders.
• Integrate EU‑GOJUST GESI framework throughout the deliverables.
