Job summary

ILO in the Philippines seeks an External Collaborator to map process workflows and procedures of labour rights monitoring mechanisms. The consultant will assess monitoring systems, review laws and policies, and consult stakeholders to map case lifecycles from reporting to remedies.

The assignment aims to develop institutional options, including potential establishment of an independent body, with validated process maps and implementation options, delivered by the deadline.

Qualifications

• Assess labour rights and freedom of association monitoring mechanisms in the Philippines.
• Map workflows, procedures, and coordination for existing labour and human rights monitoring bodies.
• Consult key stakeholders and analyse laws, policies and case lifecycles.

Responsibilities

• Map lifecycle of labour rights and FOA cases from reporting to remedies and follow-up.
• Identify gaps, bottlenecks, and data management challenges in current mechanisms.
• Develop institutional options including an independent, non-judicial body and validated process maps.
