Job description

Overview & Responsibilities

The International Development Law Organization (IDLO) serves as the Technical Lead for the third iteration of the European Union’s Governance in Justice Programme (EU-GOJUST) implemented in the Philippines. EU-GOJUST seeks to improve access to justice for all Filipinos and contribute to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. These efforts are pursued by supporting the priorities of Philippine justice institutions such as the Department of Local and Interior Governance (DILG), the Department of Justice (DOJ), the Supreme Court, and justice-sector civil society organizations and law schools.

As part of the Supreme Court’s commitment to strengthening court performance and promoting institutional excellence, the Committee on High-Performance Courts (HPC) developed and piloted the HPC Performance Development Goals framework, which measures performance across three key areas: Internal Processes, Internal Stakeholder Satisfaction, and External Stakeholder Satisfaction. Completed in December 2025, the initial pilot covered eight selected first-level courts. Building on the lessons and results of this initial phase, the initiative will be expanded to cover 41 first-level courts and 32 second-level courts over a six-month implementation period.

The Court Management Office (CMO) under the Office of the Court Administrator plays a central role in the implementation of the HPC initiative by overseeing the collection, monitoring, and analysis of performance data from participating courts. To ensure inclusivity and accommodate stakeholders with accessibility challenges (i.e, internet access and technological limitations), paper-based surveys will continue to be used for the collection of data on Internal and External Stakeholder Satisfaction. With the expansion of the pilot to more than 70 courts nationwide, a significant increase in the volume of paper survey responses is anticipated, necessitating additional support for the systematic encoding and cleaning of paper-based survey responses.

In line with this, IDLO is seeking two HPC Data Encoders to undertake the following tasks:

  • Encode monthly Internal Stakeholder Satisfaction and External Satisfaction survey responses into CMO’s designated electronic database or data management system in a timely and accurate manner.
  • Clean data ensuring correction of encoding errors, duplicate entries, and other inconsistencies.

In performing these tasks, the encoders are expected to ensure the proper handling, storage, and confidentiality of survey forms and electronic datasets in accordance with applicable data protection and privacy requirements.

Job Requirements

Education

  • A bachelor’s degree in Statistics, Public Administration, Information Technology, Computer Science, Social Sciences, or other related fields.

Experience

  • At least one (1) year of relevant experience in data encoding, data entry, records management, survey processing, or related administrative work.
  • Demonstrated experience in encoding and managing large volumes of data with a high degree of accuracy and attention to detail.
  • Experience in data cleaning, validation, and quality assurance processes is an advantage.

Languages

  • Fluency in written and spoken English and Filipino isrequired.

Specific Technical & Behavioral Competencies

  • Excellent written and verbal communication skills.
  • Proficiencyin Microsoft Office applications, particularly Excel.
  • Strong organizational skills and ability to manage multiple tasks while meeting established deadlines.
  • Ability to handle sensitive information with discretion and maintain strict confidentiality in accordance with data privacy and information security requirements.
  • Ability to work independently and collaboratively with the Court Management Office (CMO), IDLO project personnel, and other relevant stakeholders.
  • Ability to work under pressure with tight deadlines,flexibilityand an entrepreneurial spirit
  • Ability to take guidance, incorporate feedback, and consider various perspectives
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

Other Requirements

  • Must own and have reliable access to a personal laptop running Microsoft Windows and Microsoft Office applications, particularly Microsoft Excel.
Terms & Conditions

This consultancy is offered on a deliverables-based contract to be performed in the duty station (Manila), with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. The total estimated level of effort for this assignment is 25 working days within a 4-month period starting November 2026, in accordance with the agreed work plan and deliverables schedule. The selected consultant is expected to commence work as soon as possible following contract signing.
