Job summary

Asian Development Bank (ADB) seeks a Principal Markets Development Advisory Officer to lead PPP and PSD advisory work from Manila HQ. The role shapes policy, coordinates AP3F and TA activities, and guides CPS and Private Sector Assessments with senior leadership and regional teams.

The role emphasizes strategic planning, knowledge management, and capacity building, reporting to international staff and supervising junior professionals and consultants.

Qualifications

• Master's or Bachelor's with substantial relevant experience in private sector development, PPP and PSD advisory
• Strong analytical and due diligence capabilities for PPP-related policy and infrastructure projects
• Familiarity with ADB operational processes and procedures and TAS/PPP project structuring

Responsibilities

• Plan, lead and undertake research and advisory work on PPP, PSD and related policy issues
• Provide technical review and strategic inputs to operational documents (papers, AP3F applications, CPS)
• Support and, where required, lead CPS inputs and Private Sector Assessment preparation
• Lead programming, administration, implementation, monitoring and reporting of AP3F TA projects
• Supervise junior staff and consultants; mentor teams
• Coordinate with multiple departments and external stakeholders for PPP/PSD initiatives
