Job summary

Asian Development Bank is seeking a Markets Development Advisory Analyst in Manila to support market development and PPP activities, TA administration, AP3F, and trust-fund operations. You will manage data, produce reports, and coordinate with senior staff and consultants.

The role emphasizes knowledge management, stakeholder coordination, and delivering inputs for CPS and country strategies, with opportunities for missions and staff guidance in a multinational setting.

Qualifications

  • Bachelor's degree in economics, finance and/or public administration or other relevant fields.
  • At least 5 years of relevant work experience, preferably with related experience in international multilateral and bilateral agencies.
  • Knowledge and understanding of basic issues of markets development, PPP policy, project development, infrastructure finance and trust fund operations.
  • Experience in research and analysis on PPP/TAS-related issues, applying appropriate computer skills in analyzing and developing the data, and preparing notes, papers and reports, as required.
  • Knowledge and understanding of multilateral development banks operational processes and procedures.
  • Proficiency in standard office applications and other tools relevant to data management, reporting and operational coordination.
  • High proficiency in English, both written and spoken.
  • To work in diverse teams as a constructive team member and work with individuals from different cultural/national backgrounds.

Responsibilities

  • Assist in the implementation of OMSF work plan.
  • Contribute to OMDP's knowledge management activities and support PSD monitoring and evaluation system.
  • Assist the development of PPP Monitor and PPP Roadmap and provide knowledge/research support to clients.
  • Assist in the implementation and administration of TAs, AP3F, trust funds and related activities.
  • Collect, compile, summarize, and analyze data and statistics for TA and AP3F operations and manage data in the database.
  • Assist in recruitment and supervision of TA and AP3F consultants and draft terms of reference and contract variations.
  • Prepare inputs of information and data for projects including description, scope, and monitoring framework.
  • Draft and review PPP-related documents supporting coordination between OMDP, RDs and Sector Departments.
  • Support planning and execution of Facility Program Council Meetings and knowledge management events.
  • Participate in missions as required and provide guidance to junior staff.
  • Perform other duties as needed in the workplan.

Organizational Setting and Reporting Relationship

The positions of Markets Development Advisory Analyst are assigned to the Special Initiatives and Funds division (OMSF) of the Office of Markets Development and Public-Private Partnership (OMDP). You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and senior officer, and will work closely with junior technical and administrative local staff and consultants.

Your Role

As a Markets Development Advisory Analyst, you will provide operational and technical support for market development and public-private partnership (PPP) activities, including administration of technical assistance (TA) projects, the Asia Pacific Project Preparation Facility (AP3F), and other trust fund-related operations. You will provide statistical, analytical, and administrative support to data management, operational reporting, document processing, stakeholder coordination, and implementation of knowledge events under the guidance of senior staff. You will also create and maintain the database and website of AP3F.

You will:
  • Assist in the implementation of OMSF work plan.
  • Contribute to OMDPs knowledge management activities, support the maintenance and oversight of the private sector development (PSD) monitoring and evaluation system, assist the development of PPP Monitor and PPP Roadmap, that serve as key inputs to country partnership strategies (CPS), as well as providing knowledge/research support to external and internal clients.
  • Assist in the implementation and administration of TAs, AP3F, trust fund fee pools and trust fund activities in accordance with the annual work plan, tracking deliverables, consolidating updates and following up on required actions.
  • Collect, compile, summarize, and analyze data and statistics in relation to TA and AP3F operations that include ADBs PPP and transaction advisory services (TAS) operations, and organize and manage such data in the database.
  • Assist in the recruitment and supervising of TA and AP3F consultants, and draft relevant documents including terms of reference and contract variations.
  • Prepare inputs of information and data for projects, including project description and scope, design and monitoring framework.
  • Assist in drafting, reviewing, and commenting on PPP-related documents, including guidebooks, manuals, presentation materials, CPS inputs, and other OMDP and regional departments (RDs) documents to support effective coordination between OMDP, RDs and Sector Departments.
  • Provide support in the planning and implementation of the Facility Program Council Meeting, outreach events, knowledge management activities, and any other events relevant to AP3F and other trust funds that OMDP manages.
  • Participates in missions as required.
  • Provide guidance and support to junior administrative staff.
  • Perform any other duties and assignments as reflected in the workplan or as assigned by supervisors.
You will need:
  • Bachelors degree in economics, finance and/or public administration or other relevant fields
  • At least 5 years of relevant work experience, preferably with related experience in international multilateral and bilateral agencies.
  • Knowledge and understanding of basic issues of markets development, PPP policy, project development, infrastructure finance and trust fund operations. Preference will be given to candidates who hold a certification or diploma in PPP concepts and theories, such as the APMG CP3P certification.

  • Knowledge and understanding of multilateral development banks operational processes and procedures.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staffs particular blend of skills and experience in the foreseeable future; and (b) Staffs performance is satisfactory and they are suitable for further employment.
