ArchEn Technologies, Inc., the ArchEn arm under San Miguel Corporation, seeks a Safety Officer 3 to implement and monitor the OSH program for on-site construction projects at Tiaong, Quezon. Ideal candidate will have a DOLE SO3 certification, 40-hour BOSH/COSH, and 3–5 years of OSH experience in construction.

Qualifications

• Bachelor's Degree in Engineering, OSH, Environmental Management, or related field.
• DOLE-accredited Safety Officer 3 (SO3) with 40-Hour BOSH/COSH.
• Additional OSH training relevant to Construction Industry preferred.
• 3–5 years OSH experience in construction projects preferred.
• Knowledge of RA 11058, DOLE orders, HIRAC/JHA/JSA; strong report writing.

Responsibilities

Qualifications:

Educational Background:

Bachelor's Degree in Engineering, Occupational Safety and Health, Environmental Management, or any related field.

Professional License:

Must be a DOLE-accredited Safety Officer 3 (SO3); 40-Hour Basic Occupational Safety and Health Training (BOSH/COSH); Additional 48-Hour Advanced or Specialized OSH Training relevant to the Construction Industry; First Aid, Basic Life Support (BLS), and Emergency Response Training are preferred or an advantage.

Work Experience:

• Preferably 3-5 years of OSH experience in construction projects (infrastructure, tollways, highways, or airports preferred).
• Proven experience in safety inspections, incident investigations, risk assessments, and regulatory compliance.

Skills & Knowledge:

• Technical: Knowledge of OSH laws (RA 11058, DOLE DO 252-25 / 198-18), HIRAC/JHA/JSA, emergency preparedness, root cause analysis, MS Office, and technical report writing.

Job Summary:

The Safety Officer 3 (SO3) is responsible for implementing and monitoring the Occupational Safety and Health (OSH) Program in compliance with RA 11058, DOLE Department Order No. 252-25, Construction Safety and Health Standards, and company policies. The role promotes a safe, healthy, and compliant workplace through hazard identification, risk management, safety inspections, incident prevention, occupational health initiatives, emergency preparedness, and regulatory compliance. The SO3 works closely with project teams, contractors, and workers to foster a strong safety culture and prevent workplace injuries, illnesses, property damage, and environmental incidents.

Duties and Responsibilities:

• Implement Occupational Safety and Health Programs; Execute, monitor, and continuously refine the project’s Construction Safety and Health Program (CSHP) to ensure strict adherence to DOLE standards, conduct thorough risk assessments (HIRAC/JHA/JSA), and enforce safe work procedures and PPE compliance.
• Conduct Site Safety Inspections and Compliance Monitoring; Inspect project sites regularly and conduct comprehensive safety audits to detect unsafe conditions, mitigate worker health risks, and maintain compliance across all contractors and site personnel.
• Investigate Incidents and Manage Risks; Investigate workplace incidents and near-misses, execute root-cause analyses, enforce corrective action plans, and track safety data to proactively minimize project risks.
• Maintain Documentation, Reporting, and Regulatory Compliance; Manage all OSH documentation, compile and submit regular progress and incident reports to management and regulatory bodies, and handle compliance requirements via DOLE reporting systems.
• Establish Emergency Preparedness and Response Actions; Develop emergency response procedures, organize regular site drills (fire, earthquake, evacuation), ensure equipment and first-aid readiness, and lead site response efforts during emergencies.
• Perform Other Related Duties and Support Functions; Execute additional tasks and operational responsibilities assigned by management to support overall site safety and project goals.
