Job summary

Comfac Global Group Inc. is seeking a Safety Officer to implement OSHS-compliant safety programs at construction sites in Metro Manila.

Responsibilities include conducting safety briefings, preparing JSA, issuing permits, investigating incidents, and ensuring compliance with HSE regulations. The role requires a college graduate with BOSH/COSH/LCM background and 3 years in construction, with strong data gathering and coordination with management.

Qualifications

• College graduate with background in BOSH, COSH, LCM and First Aid Training.

Responsibilities

• Implement occupational safety and health programs per OSHS.
• Monitor safety and health aspects on construction sites; assist inspectors.
• Lead daily toolbox meetings and safety briefings.
• Prepare Job Safety Analysis (JSA) before work and issue permits as needed.
• Enforce H&S rules; coordinate with Project Management on hazards and violations.
• Collaborate with Safety Officers at project sites; report safety matters.
• Collect safety data (safe man-hours, LTIs) and maintain records.
• Prepare weekly Health and Safety reports for each site visit.
• Investigate accidents/incidents and escalate for corrective action.
• Dispose of wastes properly and ensure environmental compliance.
• Support QA activities (testing, inspections, subcontractor monitoring) as applicable.
• Input data for evaluation and control at job sites (tests, materials, subcontractors).
• Advise construction team on preventive actions.
• Conduct safety meetings for subcontractors and pre-construction safety briefings.
• Coordinate worker ID cards, NBI clearance, drug tests, and bio-data before deployment.
• Adhere to ISO/IMS procedures and company policies.

Safety officer

1.Safety officer

1. Implement occupational safety and health programs in accordance with the provisions of the Occupational Safety and Health Standards (OSHS).

2. Frequently monitor and inspect any safety and health aspect of the construction work being undertaken. Shall also assist government inspectors in the conduct of safety and health inspection at any time whenever work is being performed or during the conduct of accident investigation.

3. Initiate and supervise the conduct of brief safety meetings or tool box meetings every day.

4. Prepares Job Safety Analysis (JSA) for every start of work as necessary. Initiates preparation of work permits and LOTO whenever necessary

5. Ensures that all works and activities are in accordance with the H&S rules and regulations. Coordinates immediately with the Project Management Team on any observed work hazards and unsafe practices or violations that can cause accidents or near miss or harm to other worker

6. Coordinates with other Safety Officer/s in implementing safety rules at project sites. Reports to the assigned Safety Practitioner any safety related matters regularly

7. Gathers data for safety and health i.e. no. of safe man-hours and lost time injury (LTI) and etc. / acts in the job site

8. Prepares and submits Weekly Health and Safety Report with regards to HSE for every project site visit.

9. Conducts investigation of accident/incident. Submits reports to Safety Committee for corrective action

10. Initiates proper disposal of wastes & segregation at project Site. Initiates adherence to environmental regulations and policies.

11. Provides assistance to Quality Assurance activities at job site where applicable which includes testing and commissioning works, inspections, subcontractor monitoring & trainings etc. Helps in setting out standards and final control at project sites.

12. Checks, gathers and inputs data for evaluation and control at jobsite which includes actual tests results, material quality, and subcontractor performance & safety undertakings.

13. Provides advice to the construction team for preventive actions.

14. Conducts scheduled safety meeting for sub-contractors.

15. Conducts pre-construction safety meeting to discuss safety requirements.

16. Conducts safety orientation for newly hired workers.

17. Coordinates the preparation of identification cards and requirements for the workers such as (NBI clearance, Drug test results and bio-data) before deployment at the project site.

18. Follows/Observes Division’s Work Instructions. Ensures consistent adherence to the ISO/IMS operating procedures and guidelines.

19. Identifies, records or reports to Safety Head any non-conformances or problems relating to the implementation of the projects. Initiates or recommends solutions to any non-conformances encountered to ensure customers delight.

20. Observes rules and policies of the Company, which of the clients and/or other agencies involved on the business operations of the company.

21. Participates actively in Company-imposed trainings, work conferences, tool box meetings, work improvement programs, quality circles, productivity and cost efficiency endeavors, housekeeping and the like.

22. Assists the superior in the periodic review of Risk Assessments for Quality Management System and also ensures that the roles and responsibilities in respect of risk management are fully understood.

23. Performs other official duties as may be assigned from time to time.
