Location: Angeles, Pampanga - Candidates should be within a 1-hour commute from the site under normal traffic conditions. Candidates who live more than 1 hour away will not be considered for the role.
Candidates must be available to work: Monday to Friday, with a fixed rostered schedule. Start and finish times may vary depending on the assigned roster, with shifts scheduled within the 6:00 AM - 5:00 PM PHT operating window.
Position Purpose
The Rostering and Workforce Manager is responsible for overseeing workforce planning and rostering to ensure the organisation has the right people, skills, and capacity to meet client and operational requirements.
This role is the key point of contact for workforce planning, demand forecasting, capacity management, and rostering. The role will coordinate workforce activities including team allocation, locations, training, leave planning, capacity forecasting, and workforce utilisation.
The Rostering and Workforce Manager will work closely with Service Delivery, HR, and other key stakeholders to ensure workforce requirements are met efficiently, accurately, and in accordance with best practice standards and relevant legislation.
Key Accountabilities / Duties
- Forecast and plan workforce requirements based on client demand, operational needs, and service delivery requirements.
- Develop and maintain effective staff rosters that meet operational and client requirements.
- Manage the end-to-end coordination of contracted hours and workforce capacity.
- Prepare, generate, and distribute rosters and scheduling information to team members.
- Process staffing and roster variations in consultation with relevant managers.
- Monitor workforce capacity, utilisation, leave, training, and staffing requirements.
- Manage and elevate rostering issues in a timely manner.
- Review rostering and scheduling practices, identify trends and areas for improvement, and recommend appropriate solutions.
- Work closely with the Service Delivery team to understand client requirements, workforce gaps, and changing service needs.
- Ensure workforce skills, experience, and availability are appropriately matched to client and operational requirements.
- Support managers in identifying current and future workforce requirements.
- Maintain accurate workforce data and ensure relevant systems and processes support data integrity and accessibility.
- Prepare and provide detailed workforce reports and insights to the Service Delivery and Executive teams as required.
- Monitor workforce performance and elevate performance concerns to the appropriate managers and HR.
- Support workforce improvement initiatives, monitoring, and reporting.
- Maintain and update workforce policies and procedures in line with organisational requirements and best practice.
- Coordinate workforce requirements by scheduling and assigning employees and following up on work outcomes.
- Ensure workforce training, learning, and development requirements are identified and appropriately managed.
- Work with the Service Delivery team to identify training gaps, development needs, and new training requirements.
- Maintain current knowledge of NDIS requirements, relevant legislation, and industry standards.
- Ensure rostering and workforce practices comply with applicable employment legislation and the SCHADS Award.
- Provide exceptional customer service to internal and external stakeholders at all levels.
- Perform other duties as reasonably requested by management.
Personal Attributes / Experience
- Proven experience as a Rostering and Workforce Manager, Workforce Planner, Rostering Coordinator, or similar role.
- Experience in end-to-end workforce coordination, rostering, leave planning, and demand forecasting.
- Strong understanding of workforce planning principles and capacity management.
- Experience working within the disability or community services sector is highly desirable.
- Sound knowledge of Australian employment legislation and the SCHADS Award.
- Demonstrated leadership and stakeholder management abilities.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Strong organisational skills and attention to detail.
- Ability to manage competing priorities and work effectively in a fast-paced environment.
- Strong understanding of confidentiality and the importance of handling workforce and employee information appropriately.
