Job summary

Prime Infra is seeking a Head of Regulatory to provide executive leadership for regulatory, permitting, and compliance across our hydropower pumped storage projects. You will shape regulatory strategy, oversee multi-project permitting, and ensure alignment with government authorities.

You will lead a team, build relations with agencies and LGUs, monitor evolving regulations, and report to senior leadership on risks and progress toward approvals. Travel may be required.

Qualifications

  • Bachelor’s degree in Law, Public Administration, Engineering, Environmental Science, or related field (Master’s degree preferred).
  • 12–15+ years of regulatory affairs, permitting, or compliance experience in energy, infrastructure, or hydropower.
  • Proven leadership and management of regulatory functions across multiple projects.
  • Strong knowledge of regulatory frameworks and permitting processes in the energy sector.
  • Established network with government agencies and LGUs is highly preferred.
  • Excellent leadership, communication, negotiation, and stakeholder management.

Responsibilities

  • Lead development and implementation of regulatory strategies for WAWA Pumped Storage Project.
  • Oversee permitting, licensing, and compliance to meet regulatory requirements.
  • Monitor laws, regulations, policies, and industry standards for hydropower.
  • Build relationships with government agencies, LGUs, and regulators.
  • Coordinate with project, legal, environmental, and government relations teams for timely submissions.
  • Identify and mitigate regulatory risks impacting timelines or approvals.
  • Represent the organization in consultations, hearings, and negotiations with regulators.
  • Prepare regulatory reports and updates for executive leadership and the Board.
  • Lead, mentor, and develop the regulatory team for capability and succession.
  • Support advocacy and policy engagement aligned with corporate objectives.

About Us
JOB OVERVIEW

The Head of Regulatory provides executive leadership for all regulatory, permitting, and compliance functions across the organization’s hydropower pumped storage projects. This role ensures that all projects comply with national and local regulations, secures timely permits and approvals, and develops regulatory strategies that support project delivery and corporate objectives.

THE ROLE
  • Lead the development and implementation of regulatory strategies for WAWA Pumped Storage Project
  • Oversee all permitting, licensing, and compliance activities to ensure projects meet legal and regulatory requirements.
  • Monitor and interpret relevant laws, regulations, policies, and industry standards affecting hydropower projects.
  • Build and maintain strong relationships with government agencies, LGUs, and regulatory bodies.
  • Coordinate with internal teams (project, legal, environmental, and government relations) to ensure alignment and timely submissions.
  • Identify and mitigate regulatory risks that could impact project timelines or approvals.
  • Represent the organization in high-level consultations, hearings, and negotiations with regulators and government authorities.
  • Prepare regulatory reports, briefings, and updates for executive leadership and the Board.
  • Lead, mentor, and develop the regulatory team to ensure capability building and succession planning.
  • Support advocacy and policy engagement initiatives aligned with corporate objectives.
Requirements
  • Bachelor’s degree in Law, Public Administration, Engineering, Environmental Science, or related field; Master’s degree preferred.
  • 12–15+ years of experience in regulatory affairs, permitting, or compliance, preferably in energy, infrastructure, or hydropower projects.
  • Proven experience managing regulatory functions across multiple complex projects.
  • Strong knowledge of regulatory frameworks, permitting processes, and compliance requirements in the energy sector.
  • Established network with relevant government agencies and LGUs is highly preferred.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Strong analytical, problem-solving, and strategic thinking capabilities.
  • Ability to manage a team and coordinate across multi-disciplinary project functions.
  • Willingness to travel to project sites and regulatory offices as needed.
