Qualifications

  • Bachelor’s degree in a relevant field; Master’s degree preferred.
  • 12–15+ years of regulatory affairs, permitting, or compliance experience in energy, infrastructure, or hydropower projects.
  • Proven experience managing regulatory functions across multiple complex projects.
  • Strong knowledge of regulatory frameworks, permitting processes, and compliance in the energy sector.
  • Established network with government agencies and LGUs is highly preferred.
  • Excellent leadership, communication, negotiation, and stakeholder management skills.
  • Willingness to travel to project sites and regulatory offices as needed.

Responsibilities

  • Lead the development and implementation of regulatory strategies for WAWA Pumped Storage Project.
  • Oversee all permitting, licensing, and compliance activities to ensure projects meet legal and regulatory requirements.
  • Monitor and interpret relevant laws, regulations, policies, and industry standards affecting hydropower projects.
  • Build and maintain strong relationships with government agencies, LGUs, and regulatory bodies.
  • Coordinate with internal teams (project, legal, environmental, and government relations) to ensure alignment and timely submissions.
  • Identify and mitigate regulatory risks that could impact project timelines or approvals.
  • Represent the organization in high-level consultations, hearings, and negotiations with regulators and government authorities.
  • Prepare regulatory reports, briefings, and updates for executive leadership and the Board.
  • Lead, mentor, and develop the regulatory team to ensure capability building and succession planning.
  • Support advocacy and policy engagement initiatives aligned with corporate objectives.
