Confidential Jobs in the Philippines is seeking an experienced Quantity Surveyor to support procurement and cost management across tendering and project execution. Responsibilities include preparing detailed BOQs, cost estimates, bid evaluation, and contract/commercial reviews, with a focus on value optimization and risk control.

Qualifications

• Bachelor's degree in Quantity Surveying or related field.
• 3–5 years of experience in quantity surveying or procurement.
• Experience in construction, fit-out or CAPEX procurement preferred.
• Strong cost estimation and commercial analysis skills.
• Ability to review contracts and cost-related provisions.

Responsibilities

• Prepare and review detailed BOQs, quantity take-offs, cost estimates, and budgets.
• Validate estimates, supplier quotes, BOQs, and variation claims.
• Provide inputs for RFQs, bidding, canvassing, and supplier evaluation.
• Conduct bid evaluation comparing unit rates, quantities, exclusions, assumptions, alternates, and logistics.
• Establish cost benchmarks for materials, labor, equipment, fabrication, and other project needs.
• Support negotiations with cost analyses and should-cost data.
• Review payment milestones, retention, warranties, and price escalation.
• Monitor project costs and identify potential budget overruns.
• Ensure cost estimates align with procurement policies and approvals.

Procurement advice and assistance during the tendering procedures

Tender analysis and agreement of the contract sum

Area Key Responsibilities

1. Quantity Surveying & Cost Estimation

Prepare and review detailed BOQs, quantity take-offs, cost estimates, and project budgets based on drawings, specifications, and scope of work.

2. Cost Validation

Validate project estimates, supplier quotations, BOQs, and variation claims. Identify overpricing, omissions, duplication, and unreasonable quantities.

3. Procurement Support

Provide technical/commercial inputs for RFQs, bidding, canvassing, and supplier evaluation. Ensure all bidders are pricing the same scope and requirements.

4. Bid Evaluation

Conduct detailed commercial comparison of bids, including unit rates, quantities, exclusions, assumptions, alternates, logistics, taxes, and other cost components.

Establish historical and market-based cost benchmarks for construction materials, labor, equipment, fabrication, fit-out, and other project requirements.

6. Negotiation Support

Provide Procurement with cost analysis, target pricing, should-cost analysis, and negotiation points to support supplier negotiations.

7. Contract & Commercial Review

Review commercial terms, payment milestones, retention, warranties, liquidated damages, price escalation, and other cost-related provisions.

8. Variation / Change Order Control

Review and validate variation orders, additional works, deductions, and claims against the approved scope and contract rates.

9. Cost Monitoring

Monitor committed, actual, and forecast project costs and identify potential budget overruns at an early stage.

10. Procurement Governance

Ensure cost estimates and commercial evaluations are properly documented and aligned with Procurement policies, approval requirements, and audit standards.

Provide commercial assessment of supplier performance, including cost impact of delays, rework, defective work, and non-compliance.

12. Reporting

Prepare cost comparison, savings, variance, bid evaluation, and project commercial reports for Procurement and Management.

QUALIFICATIONS AND EXPERIENCE

Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, Architecture, Business, Procurement, or a related field.

Preferred Qualifications

At least 3–5 years of relevant experience in Quantity Surveying, Procurement, Purchasing, Construction, Project Management, or a combination thereof.

Experience in construction, fit-out, fabrication, engineering, facilities, CAPEX, or project-based procurement is highly preferred.

Candidates with strong procurement experience and solid technical/costing knowledge are encouraged to apply.
