Job summary

ESCA Incorporated is seeking an experienced Quality Control Manager & Site Safety Officer (QCM/SSHO) to oversee quality assurance and workplace safety for ongoing construction projects. The role combines QMS enforcement with site health regulations, with stop-work authority for non-compliant or unsafe conditions.

You will lead QC and safety activities, coordinate inspections, testing, and submittals, and ensure compliance with OSHA, EM 385-1-1, and local regulations while driving on-time project

Qualifications

• 5+ years of progressive construction experience in quality control and safety roles on commercial or civil builds.
• OSHA 30-Hour Construction or local equivalent (e.g., BOSH/COSH).
• First Aid/CPR/AED certification.
• EM 385-1-1 compliance or CHST or equivalent safety credentials preferred.
• USACE CQM-C certification or equivalent QMS credentials.

Responsibilities

• Develop, implement, and enforce the Quality Control Plan (QCP) for projects.
• Lead Three-Phase Control process (Preparatory, Initial, Follow-Up) across all work activities.
• Perform daily field inspections and coordinate third-party testing for materials and workmanship.
• Review submittals, manage NCRs, and verify corrective actions.
• Enforce site safety with Accident Prevention Plan (APP) and AHAs; lead safety meetings and toolbox talks.
• Maintain stop-work authority for unsafe conditions and conduct mishap investigations.
