Qualifications

• Bachelor’s degree in Civil Engineering.
• Licensed Civil Engineer to sign as STE for PCAB.
• Experience with General Contractors and Consultancy firms as a Quantity Surveyor.
• Knowledgeable in structural design.
• Minimum 4 years in Cost Control/Commercial/QS with at least 3 years in supervision.
• Proficient in MS Excel, Word, PowerPoint, AutoCAD.
• Strong leadership and communication skills.
• Self-motivated and adaptable.

Responsibilities

• Prepare baseline budgets, BOQ, BOM, and TOR based on project scope and drawings.
• Monitor actual costs vs. approved budgets; analyze and report financial variances.
• Evaluate change orders, claims, and requests for time extensions.
• Consolidate cost monitoring and financial status reports.
• Oversee project contract management and commercial negotiations.
• Validate and audit subcontractor billings and supporting documentation.
• Provide data-driven cost analysis and recommendations for project decisions.
• Consolidate data for executive reporting and presentations.
• Responsible for QA implementation of projects to meet quality standards.
• Perform additional cost control and project execution duties as required.
• Conduct actual site inspection during project bidding.

JOB SUMMARY

A Quantity Surveyor/Quality Assurance (QS/QA) Cost Control Manager is a specialized construction professional responsible for managing both the financial health and quality compliance of projects. They ensure projects stay within budget while meeting specified standards throughout the entire project lifecycle, from estimation to final account settlement.

Duties & Responsibilities.

1. Lead the QS Cost Control team across multiple project sites.

2. Prepare bidding documents and procurement packages.

Qualifications.

• Proficient in MS Excel, MS Word, PowerPoint, and AutoCAD.

• Excellent leadership, communication (written, verbal, and presentation), and interpersonal skills.

• Self-motivated, decisive, and able to adapt to changing project demands.
