Job summary

Strongbond Philippines Inc. is seeking a QA/QC Head to lead quality assurance and quality control across our construction and retrofit projects in Mandaluyong.

You will manage inspections, material testing, NCRs, and the QA/QC team to ensure compliance with plans and standards. The ideal candidate has 5–10 years in QA/QC within construction, holds a Civil Engineer degree (licensed preferred), and demonstrates strong coordination with clients, consultants, and subcontractors to deliver

Qualifications

• Bachelor's degree in Civil Engineering; license preferred
• 5–10 years in QA/QC, preferably in construction/retrofitting/civil works
• Experience in lead or supervisory QA/QC roles is an advantage
• Strong knowledge of construction materials, structural works, and quality control procedures
• Familiar with ASTM, ACI, DPWH, building codes, and ISO 9001 quality systems

Responsibilities

• Lead and oversee QA/QC program across retrofitting and civil works projects
• Develop, review, and implement ITPs, quality procedures, checklists, and inspection requirements
• Conduct site inspections and quality audits to ensure compliance
• Review material submittals, test reports, method statements, and QA/QC documents
• Coordinate with Project Managers, site engineers, subcontractors, suppliers, and clients on quality requirements
• Monitor quality across structural, civil, retrofitting, and concrete activities
• Identify, document, and manage NCRs with corrective actions
• Witness material testing and inspection activities
• Prepare and present QA/QC reports and status updates
• Ensure complete quality documentation for turnover and as-built requirements

Job Description

We are looking for a QA/QC Head to lead and oversee quality assurance and quality control activities across our construction, retrofitting, and civil works projects. The role will ensure compliance with approved plans, specifications, quality standards, and project requirements by managing inspections, material testing, quality documentation, non-conformance reports, and corrective actions. The QA/QC Head will also lead the QA/QC team and coordinate closely with project teams, clients, consultants, and subcontractors to maintain high-quality project delivery.

Responsibilities

Lead and oversee the implementation of the QA/QC program across assigned retrofitting and civil works projects.

Develop, review, and implement Inspection and Test Plans (ITPs), quality procedures, checklists, and inspection requirements.

Conduct and lead site inspections and quality audits to ensure compliance with approved drawings, specifications, and standards.

Review and verify material submittals, material certificates, test reports, method statements, and technical documents.

Coordinate with Project Managers, Project Engineers, Site Engineers, subcontractors, suppliers, and clients regarding quality requirements.

Monitor the quality of structural, civil, retrofitting, steel, concrete, and other construction activities.

Identify, document, and monitor resolution of non-conformances (NCRs) and ensure appropriate corrective and preventive actions are implemented.

Witness and monitor material testing, inspections, and other quality-related activities.

Review and approve QA/QC documentation prior to submission to clients or consultants.

Lead and mentor QA/QC Engineers, Inspectors, and other quality personnel.

Monitor the overall quality performance of project sites and provide recommendations for improvement.

Prepare and present quality reports, inspection status, NCR status, and quality performance updates to management.

Coordinate with clients and consultants during inspections, testing, punch listing, and project turnover.

Ensure complete and organized quality documentation and project records for final turnover and as-built requirements.

Promote a quality-focused culture and continuous improvement across project teams.

Job Requirements

Graduate of Civil Engineering or any related engineering course

Licensed Civil Engineer is preferred

At least 5–10 years of experience in QA/QC, preferably in construction, retrofitting, structural, or civil works

Experience in a lead or supervisory QA/QC role is an advantage

Strong knowledge of construction materials, structural works, retrofitting methods, and quality control procedures

Knowledgeable in applicable ASTM, ACI, DPWH, building codes, project specifications, and quality standards

Familiar with ISO 9001 Quality Management Systems is an advantage

Experienced in preparing and reviewing ITPs, method statements, inspection checklists, material submittals, and QA/QC reports

Knowledgeable in handling NCRs, corrective actions, and quality-related issues

Strong analytical, problem-solving, documentation, and leadership skills

Proficient in MS Office, particularly Excel and Word

Willing to conduct regular site visits and coordinate with project teams, clients, and consultants
