Strongbond Philippines Inc. is seeking a QA/QC Team Lead to manage quality assurance and control across construction sites in Mandaluyong. You will lead the QA/QC team, develop plans, and ensure works meet plans, specs, standards, and company quality requirements.
The ideal candidate holds a Civil Engineering degree, 4–6 years in QA/QC, and experience in supervising quality control. Familiarity with ASTM/ACI, ISO 9001, and coordinating inspections with engineers and clients is a plus.

The QA/QC Team Lead is responsible for leading and managing the Company's Quality Assurance and Quality Control activities across construction and project sites. The position ensures that all construction works, materials, processes, and completed outputs comply with approved plans, specifications, applicable standards, project requirements, and the Company's quality standards
The QA/QC Team Lead provides technical leadership to the QA/QC Team, establishes quality control procedures, monitors project compliance, conducts inspections and testing, identifies non-conformities, and ensures that corrective and preventive actions are properly implemented. The position works closely with the Construction Manager, Planning Team, Project Engineers, Foremen, suppliers, subcontractors, and other project stakeholders to ensure that projects are completed with the required quality, workmanship, and documentation.
. Quality Assurance and Quality Control Management
Lead and oversee the implementation of the Company's QA/QC policies, procedures, and quality management systems.
Establish and implement project-specific Quality Assurance and Quality Control Plans (QA/QC Plans).
Ensure that construction activities comply with approved plans, specifications, method statements, inspection procedures, and applicable standards.
Develop and maintain Inspection and Test Plans (ITPs), checklists, inspection procedures, and other quality control documents.
Establish quality control procedures for civil works, retrofitting, structural rehabilitation, steel jacketing, concrete works, and other project activities.
Ensure that quality requirements are communicated to Project Engineers, Foremen, Leadmen, workers, subcontractors, and suppliers.
Monitor the implementation of quality control procedures throughout project execution.
B. Site Inspection and Quality Monitoring
Conduct and/or supervise inspections of ongoing and completed construction activities.
Verify that materials, workmanship, dimensions, alignment, levels, and installation methods comply with approved drawings and specifications.
Monitor critical construction activities such as:
Concrete works
Concrete repair and rehabilitation
Grouting
Welding and fabrication
Waterproofing, when applicable
Surface preparation
Other specialized retrofitting activities
Coordinate required inspections and testing with Project Engineers, clients, consultants, laboratories, and third-party inspectors.
Ensure that inspection and testing activities are performed according to approved procedures and required standards.
Verify that materials and equipment used on site meet approved specifications and project requirements.
Monitor proper storage, handling, and protection of construction materials to prevent deterioration or damage.
C. Materials and Testing
Review material submittals, technical data sheets, certificates, test certificates, and other quality-related documentation.
Ensure that delivered materials are inspected and verified before use.
Coordinate material testing and laboratory testing as required by project specifications.
Monitor and maintain records of concrete tests, material tests, welding inspections, and other required quality tests.
Review laboratory and testing results and immediately report failed or unacceptable results to the Construction Manager and concerned project personnel.
Ensure that non-conforming materials are properly identified, segregated, and controlled.
D. Non-Conformance and Corrective Action
Identify and document non-conforming work, materials, processes, or workmanship.
Prepare, issue, and monitor Non-Conformance Reports (NCRs) when required.
Coordinate with Project Engineers and site teams regarding corrective actions for identified deficiencies.
Monitor the implementation and closure of corrective and preventive actions.
Conduct follow-up inspections to verify that corrective actions have been effectively implemented.
Analyze recurring quality issues and recommend preventive measures to avoid repetition.
Lead, supervise, and provide technical guidance to QA/QC Engineers, Inspectors, and other quality personnel.
Assign inspection and documentation responsibilities to members of the QA/QC Team.
Review QA/QC reports, inspection records, test results, and other quality documents prepared by the team.
Ensure that QA/QC personnel perform their duties effectively and within established deadlines.
Conduct coaching and technical development activities for QA/QC team members.
Establish consistent quality inspection and reporting practices across project sites.
Monitor the workload and performance of QA/QC personnel and provide recommendations to management.
F. Documentation and Reporting
Maintain complete and organized QA/QC records and documentation.
Prepare and consolidate daily, weekly, and monthly quality reports.
Maintain inspection records, test reports, material approvals, NCRs, corrective action records, punch lists, and other quality documentation.
Monitor the status of inspection requests and ensure timely submission and approval.
Prepare quality-related reports and presentations for Management, clients, consultants, and other stakeholders.
Ensure that project quality documentation is complete and properly archived for project turnover and close-out.
G. Project Coordination
Coordinate with the Construction Manager regarding project quality requirements, issues, risks, and corrective actions.
Work closely with the Planning Team to ensure that quality inspections and testing are aligned with the project schedule.
Coordinate with Project Engineers, Foremen, and Leadmen to ensure that quality requirements are incorporated into daily construction activities.
Coordinate with Procurement and suppliers regarding material quality and compliance.
Participate in project meetings, quality meetings, pre-construction meetings, and coordination meetings.
Assist during client, consultant, third-party, and government inspections and audits.
Support project turnover activities, including punch listing, final inspections, and completion documentation.
Identify opportunities to improve construction quality, inspection procedures, and QA/QC systems.
Analyze recurring defects, rework, and quality issues and recommend corrective and preventive measures.
Promote a culture of quality and "do it right the first time" throughout project operations.
Perform other duties and responsibilities that may be assigned by Management.
Graduate of Civil Engineering or any related engineering course
Licensed Civil Engineer is preferred
At least 4–6 years of experience in QA/QC, preferably in construction, retrofitting, structural, or civil works
Experience in a lead or supervisory QA/QC role is an advantage
Strong knowledge of construction materials, structural works, retrofitting methods, and quality control procedures
Knowledgeable in applicable ASTM, ACI, DPWH, building codes, project specifications, and quality standards
Familiar with ISO 9001 Quality Management Systems is an advantage
Experienced in preparing and reviewing ITPs, method statements, inspection checklists, material submittals, and QA/QC reports
Knowledgeable in handling NCRs, corrective actions, and quality-related issues
Strong analytical, problem-solving, documentation, and leadership skills
Proficient in MS Office, particularly Excel and Word
Willing to conduct regular site visits and coordinate with project teams, clients, and consultants
