Job summary

Meta in the Philippines is seeking an experienced Public Policy Manager to drive policy discussions on a broad range of technology issues, including AI, safety, and content moderation. You will work with the Meta Policy Team in APAC to shape policy discourse with government stakeholders and advise internal teams on policy implications for Meta products and corporate positions.

You will build narratives, monitor regulatory trends, and engage external stakeholders to advance Meta’s interests.

Qualifications

• 8+ years of legal and/or public policy experience.
• Experience with government, regulators, or think tanks.
• Experience on technological issues including AI, digital policy, or safety.
• Excellent English communication for global teams.

Responsibilities

• Develop and advocate policy positions on legislative and regulatory issues relevant to Meta in the Philippines.

Job description

Meta is seeking an experienced professional to drive our public policy strategy in the Philippines on a wide range of technological issues from infrastructure, AI to safety and content moderation. As Public Policy Manager, you will join the Meta Policy Team in APAC to shape the policy discourse with stakeholders inside and outside of the government. You will also advise our internal teams on the public policy implications of our products and wider positions as a company, working with a cross-functional global team.

Public Policy Manager, Philippines Responsibilities:

• Policy Development and Advocacy: Work closely with the regional head of public policy to shape discussions on legislative and regulatory issues relevant to the company, ensuring alignment with Meta's global, regional and local objectives
• Build narratives and third party mobilisation strategies in collaboration with cross-functional teams
• Monitor regulatory trends and emerging issues across the digital space in the Philippines and work with global teams to develop proactive solutions
• Stakeholder Engagement: Represent Meta to external policy stakeholders at events, conferences, technical meetings with regulators, and other public fora
• Develop and maintain relationships with government, policymakers, regulators, civil society, businesses, and industry associations, especially those engaged with AI and digital policy
• Cross-Functional Collaboration: Advise Meta's internal teams on various technological issues, including but not limited to safety and content moderation to guide development of products and policies
• Work closely with Meta's global policy teams to ensure regional engagement is consistent with the company's global strategy and interests
• Brief executives across Meta on the risks and opportunities emerging from the policy and political landscape in the Philippines

Minimum Qualifications:

• 8+ years of legal and/or public policy experience
• Significant experience either working with or in government, politics, regulatory agencies or think tanks
• Experience working on one or more of the following technological issues: connectivity, digital infrastructure, content moderation, AI, and safety
• Understanding of how to translate technical issues into persuasive public policy advocacy
• Excellent command of the English language, as the role requires engagement with global cross-functional teams and international policy stakeholders who communicate in English
• Experience working with cross functional teams to devise and execute on public policy work

Preferred Qualifications:

• Knowledge of additional Philippine languages (e.g., Filipino, Cebuano) is a plus, as the role involves engaging with local government officials and stakeholders who may communicate in these languages
• Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
• Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
• Experience in digital technology policy in a multinational environment
• Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
• Demonstrated experience engaging with an established network of government and non government stakeholders to drive policy objectives
