Department of Science and Technology NCR - Government in the Philippines seeks a PROJECT TECHNICAL ASSISTANT IV to provide technical, administrative, and operational support for the TECHGROW Project. You will assist in technology promotion, IP management, and project-based activities under the Planning Unit.
The role requires a relevant engineering degree, and experience in technology transfer or project management is advantageous.

Place of Assignment: To be assigned at the Office of the Regional Director-Planning Unit (TECHGROW Project) to provide technical, administrative, and operational support for the implementation of special programs, projects, and activities with the DOST Regional Offices such as related to technology promotion, technology intellectual property management, technology transfer and commercialization, development of S&T and M&E tools, and project management, among others.
Bachelor’s degree of Industrial or Chemical Engineering, or any Engineering and Science courses.
At least one (1) year of relevant experience on technology transfer or project management is an advantage.
At least eight (8) hours of relevant training on technology transfer or project management is an advantage.
Competent in MS Office applications, other office programs and software, and ICT hardwares.
Proficiency in both written and oral communication, and possesses strong interpersonal and coordination skills.
Competent in drafting of technical reports, articles, press release and alike, presentation materials, speeches, and correspondence.
Competent in data gathering, data management, processing, and analysis and presentation of results.
Competent in project management, planning, and monitoring.
Excellent analytical and research skills, and keen on details.
Can moderate meetings, activities, and events.
Can work under pressure, multi-tasking, and can deliver required outputs on time with minimum supervision.
Organized, proactive, team player, adaptable to circumstances, committed, teachable, and fast learner.

Provide technical, administrative, and operational support in managing assigned projects and activities related to technology promotion, technology intellectual property management, technology transfer and commercialization, development of S&T and M&E tools, and project management, among others.
Perform technical secretariat tasks including coordination, facilitation, and documentation of evaluation meetings for licensing transactions (fairness opinion assessment of publicly funded technologies), project meetings, consultation and other engagements with internal and external stakeholders, focus group discussion, training workshops, and seminars.
Provide technical and administrative support in monitoring the projects of the DOST Regional Offices, including periodic progress/accomplishment reports.
Assist in the conceptualization, planning, and implementation of technology transfer and technology promotion activities, including training, FGDs, innovation summits, technology fairs and exhibits, business matching, and technology marketing campaigns.
Assist in drafting the operational manual, terms of reference, and development of S&T and M&E project-related tools.
Assist in gathering materials and data in support of the implementation and documentation of the project activities that are being coordinated with the DOST Regional Offices and Office of the Undersecretary for Regional Operations.
Assist in providing R&D and technology transfer-related assistance for universities and research institutions.
Assist in the conceptualization and building up the content of project Portals and IEC materials.
Perform meeting and event moderation, event management, and presentation.
Draft technical reports, training and monitoring reports, minutes of meetings, office correspondence, writeups for digital platforms and in-print, presentation materials, and speeches/messages.
Prepare government procurement and budget-related documents, and ISO documentation.
Maintain the project databases, portals/website, and project files.
Establish a good working relationship/network with the concerned unit/core groups in the DOST Regional Offices and other partner agencies for coordination.
Provide technical and administrative support in the special activities, events, or ad-hoc committees of the Planning Unit.
Perform other tasks as may be assigned and deemed necessary from time to time.
