Octal Philippines Incorporated is seeking a Senior Program Manager to lead the management and monitoring of large, complex transformation projects in collaboration with Functional Workstream Leads and vendor Project Managers.

The role involves resolving roadblocks, implementing project dashboards, progress monitoring, and vendor performance assessment to ensure successful program delivery aligned with objectives and scope.

Qualifications

• Experience with project risk assessment, metrics generation, and analysis. PMP certification preferred.
• Proficient in stakeholder engagement, problem-solving, and familiar with Jira/Confluence.
• Strong execution and operational excellence in managing large programs, with analytical and strategic planning abilities.
• Proven track record of successful project management in large organizations, IT or agile projects.
• Demonstrated ability to build trust-based counselling relationships with fellow program managers and SMEs.
• Exhibits strong observation, negotiation, decision-making, and leadership in fast-paced transformation.

Responsibilities

• Plan, develop, and oversee the implementation of comprehensive program plans aligned with transformation objectives.
• Collaborate with stakeholders, consultants, and SMEs to gather requirements and define program scope.
• Identify risks, issues, and dependencies; implement mitigation strategies to minimize impact.
• Establish and maintain a robust program governance framework with roles and reporting structures.
• Escalate critical issues to senior management to secure focus and drive closure.
• Assist workstream leads and PMs in resource allocation, budgeting, scheduling, and task assignment.
• Monitor program performance against KPIs and provide updates to leadership.
• Identify opportunities for continuous improvement in PM practices and processes.
• Lead assigned PMs and team members in the transformation PMO to foster collaboration and performance.
• Perform other tasks as assigned by superiors.

Job Description

The Senior Program Manager is responsible for the management and monitoring of large, complex transformation projects in collaboration with different Functional Workstream Leads and vendor Project Managers. He/she assists the Workstream Leads in resolving roadblocks and problem solving and ensures the implementation of project dashboards, progress monitoring and vendor performance assessment to ensure successful program delivery of hospital-wide transformation programs aligned with its objectives and scope.

Key Functions

• Program Planning and Alignment: Plan, develop, and oversee the implementation of comprehensive program plans, ensuring alignment with the organizations transformation objectives and strategic goals.


• Stakeholder Management: Collaborate with stakeholders, consultants, and subject matter experts (SMEs) to gather requirements, define program scope, and ensure effective communication and alignment throughout the program lifecycle.


• Risk Management: Identify project risks, issues, and dependencies, and establish mechanisms for detailed tracking and resolution. Implement risk mitigation strategies to minimize impact on program delivery.


• Program Governance: Establish and maintain a robust project governance framework, including defining roles, responsibilities, decision-making processes, and reporting structures to ensure program control and accountability.


• Escalation Management: Escalate critical issues to senior management and relevant stakeholders to secure the necessary focus and attention, driving items to closure and ensuring accountability for resolving problems.


• Resource Management and Allocation: Assist the functional workstream leads and project managers in the allocation and management of resources effectively, including budgeting, scheduling, and assigning tasks to workstream team members, ensuring optimal use of resources to meet program objectives.


• Performance Monitoring and Reporting: Monitor program performance against established KPIs and objectives, providing regular updates and reports to senior management and stakeholders on progress, challenges, and achievements.


• Continuous Improvement: Identify opportunities for continuous improvement in program management practices and processes, incorporating lessons learned and best practices to enhance future program delivery.


• Team Leadership: Manage assigned project managers and team members in transformation PMO, fostering a culture of collaboration, innovation, and high performance within the team.


• Perform other tasks and duties as may be assigned/ delegated by the superior

• Experience with project risk assessment, metrics generation, and analysis, preferably with PMP certification.


• Proficient in stakeholder engagement, problem-solving, and familiar with software development platforms (e.g., Jira, Confluence).


• Strong execution and operational excellence skills in managing large programs, with exceptional analytical and strategic planning abilities.


• Proven track record of successful project management in larger organizations with focus on IT projects or agile development


• Demonstrated track record of building trust-based counselling relationships fellow program managers, Subject matter experts


• Demonstrates excellent observation, negotiation, decision-making, and leadership skills in a high paced transformation environment.
