Position Summary
The Project Manager – PSS is responsible for the full life-cycle management and successful delivery of telecommunications infrastructure and base-station projects within the assigned region. The role oversees project planning, site implementation, schedule and cost control, resource management, subcontractor coordination, risk management, and final site acceptance and handover.
The Project Manager will work closely with telecom operator clients, subcontractors, vendors, and internal teams to ensure projects are delivered on time, within budget, and in compliance with contractual, quality, and safety requirements.
Key Responsibilities
Project Planning & Schedule Management
- Manage projects from planning and initiation through site delivery, acceptance, handover, and closeout.
- Develop regional project plans, Work Breakdown Structures (WBS), and milestone schedules.
- Track site implementation progress and identify schedule delays or deviations.
- Prepare and submit weekly and monthly project reports, including progress updates, variance analysis, and corrective actions.
Client & Stakeholder Coordination
- Coordinate directly with telecom operator clients, subcontractors, vendors, and internal teams.
- Conduct site coordination and confirm project requirements.
- Manage project changes, revisions, and client requirements.
- Resolve on-site issues and client concerns promptly.
- Maintain strong and professional relationships with clients and stakeholders.
Cost & Project Control
- Manage project costs, budgets, and financial requirements within the assigned region.
- Monitor advance payments, Purchase Orders (POs), invoices, and payment processes.
- Maintain accurate project ledgers and financial records.
- Control project variations and additional costs.
- Monitor budget execution and implement cost-control measures.
Team & Site Management
- Manage internal project teams and subcontractor manpower.
- Coordinate resources and ensure proper manpower allocation across project sites.
- Monitor site implementation, quality, and safety compliance.
- Drive site acceptance and ETR handover activities.
- Ensure outstanding issues and punch-list items are resolved before project closure.
Risk & Issue Management
- Identify project risks related to schedule, cost, manpower, quality, safety, and implementation.
- Develop and implement risk mitigation and recovery plans.
- Escalate critical risks and issues to management.
- Support contract extension activities and ensure proper project documentation and filing.
Qualifications
- Bachelor's Degree or higher in Telecommunications Engineering, Project Management, Engineering, or a related field.
- Minimum 3+ years of Project Management experience in telecommunications infrastructure or base-station projects.
- Experience in PSS projects or telecom operator projects is highly preferred.
- Strong understanding of end-to-end project workflows, including Project Planning & Scheduling, Site Implementation, Subcontractor Management, Cost Control, Change Management, Site Acceptance, ETR Handover, Project Closeout.
- Proficient in WBS, project scheduling, project ledgers, and progress reporting.
- Strong risk awareness and ability to identify and mitigate project issues.
- Excellent communication, leadership, coordination, and problem-solving skills.
- Able to manage multiple stakeholders, subcontractors, and project activities simultaneously.
