Job summary

ALC Group of Companies seeks a Civil Project Engineer to oversee construction and land development projects from pre-construction through completion. The role requires a B.S. in Civil Engineering, a valid PRC license, and proven experience in residential housing construction and land development.

Qualifications

  • Bachelor's Degree in Civil Engineering required; PRC license/registration needed.
  • Proven experience as Project Civil Engineer, Site Engineer or similar in horizontal/land development and residential housing construction.
  • Strong cost estimation, quantity take-offs, site inspection, construction supervision, and plan reading skills.
  • Knowledge of National Building Code of the Philippines and LGU permitting processes.
  • Excellent interpersonal and stakeholder coordination abilities.

Responsibilities

  • Oversee ongoing construction and land development projects from pre-construction to completion.
  • Coordinate with contractors, consultants, government agencies, and homeowners to ensure compliant, timely execution.
  • Prepare site inspection reports and update management on project status.
  • Estimate costs for minor projects, including material quantities and labor for project liquidation.
  • Conduct pre-construction meetings, supervise site activities, and ensure compliance with approved plans and regulations.
  • Address technical concerns of homeowners and lot owners; assist with subdivision requirements.
  • Perform other engineering duties as assigned by the Project Manager.

Job Summary

Responsible for the overall planning, coordination, monitoring, and supervision of the company's construction, land development, and repair projects from pre-construction through project completion. Ensures that all works are executed in accordance with approved plans, technical specifications, project schedules, quality standards, company policies, and applicable government regulations. Coordinates with contractors, suppliers, and government agencies, homeowners, to facilitate the efficient, compliant, and timely implementation of all projects.

Duties and Responsibilities
A. Regular Duties
  1. Project Monitoring and Implementation1.1 Oversee all ongoing construction and land development projects of the company. 1.2 Conduct regular site inspections to monitor construction progress, workmanship, safety, and compliance with approved plans and specifications. 1.3 Verify that project implementation complies with the approved construction schedule, quality standards, and engineering requirements. 1.4 Identify construction issues, delays, and deficiencies and recommend corrective actions. 1.5 Monitor contractors' performance and ensure contractual obligations are properly implemented.
  2. Project Coordination2.1 Coordinate with contractors regarding construction schedules, project implementation, and technical issues. 2.2 Coordinate with project consultants regarding design clarifications and construction concerns. 2.3 Coordinate with government agencies regarding project inspections, permits, and regulatory compliance.
  3. Project Reporting3.1 Prepare Site Inspection Reports. 3.2 Updates project status for the management. 3.3 Maintain project documentation, inspection records, photographs, and correspondence.
  4. Cost Estimation of Minor Projects4.1 Prepare cost estimates for minor construction, repair based on approved plans. 4.2 Prepare material quantity take-offs and estimate labor, equipment, and material costs. 4.3 Prepare the liquidation of receipts and supporting documents for project material consumption.
  5. House Construction Monitoring5.1 Conduct Pre-Construction Meetings with homeowners, contractors, architects, and consultants before the commencement of residential house construction. 5.2 Conduct periodic inspections of ongoing house construction. 5.3 Verify compliance with approved building plans, subdivision restrictions, and construction guidelines. 5.4 Recommend corrective actions for non-compliant construction activities.
  6. Home Owners and Lot Owners Assistance6.1 Address technical concerns and inquiries from lot owners and homeowners. 6.2 Assist homeowners regarding construction requirements and subdivision regulations.
  7. Other Responsibilities7.1 Perform other engineering related duties assigned by the Project Manager, Department Head, or Management.
B. Occasional
  1. Prepare, process, and monitor applications and renewals of permits required for project implementation.
  2. Coordinate with Local Government Units (LGUs), BFP, BATELEC.
  3. Ensure that all projects comply with applicable laws, building regulations, subdivision restrictions, and engineering standards.
  4. Assists in securing necessary construction permits as required by the project.
  5. Prepare the liquidation of receipts and supporting documents for project material consumption.
  6. Performs other duties that may be required as business needs arise.
Qualifications
  • Education & License:Candidate must possess a Bachelor's Degree in Civil Engineering and be a Licensed / Registered Civil Engineer (passed the Board Exam) with a valid PRC license.
  • Work Experience:Proven experience as a Project Civil Engineer, Site Engineer, or similar role in horizontal/land development, residential housing construction, and repair projects.
  • Technical Skills:Strong proficiency in cost estimation, quantity take-offs, site layout inspection, construction supervision, and reading building and structural plans.
  • Regulatory Knowledge:Sound knowledge of the National Building Code of the Philippines, local government unit (LGU) permitting processes, utility coordination (e.g., BATELEC, BFP), and subdivision deed restrictions.
  • Soft Skills & Client Relations:Excellent interpersonal, stakeholder coordination, and problem-solving skills to manage relationships with homeowners, lot owners, contractors, and regulatory officers.
