Job summary

Solar Pacific in the Philippines is seeking a senior project development professional to lead end-to-end renewable energy projects (solar, BESS, hybrids) from origination through Notice to Proceed (NTP). You will build a robust pipeline, coordinate with regulators, landowners, LGUs, and utilities, and drive interconnection, permitting, and offtake strategies.

Qualifications

• 3+ years of experience in project development, business development, or investment in energy, infrastructure, or real estate sectors.
• Prior exposure to project finance, investment due diligence, or lender coordination is highly preferred.
• Experience managing renewable energy projects from development to financial close or NTP.

Responsibilities

• Identify, evaluate, and qualify new renewable energy project opportunities.

• Lead offtake strategy and negotiate PSAs / PPAs; support ERC applications and REC registrations.
• Prepare investment memoranda and data room materials for investors and lenders.
• Coordinate with DFIs for project financing requirements and maintain investor-ready profiles.
• Engage with LGU officials and government agencies; manage stakeholder relations and community engagement.
• Represent Solar Pacific in briefings, LGU dialogues, and interagency meetings.
• Contribute to cross-functional coordination and reporting; maintain trackers and milestone dashboards.

Job description

A. Project Origination and Pipeline Development

• Identify, evaluate, and qualify new renewable energy project opportunities (solar, BESS,hybrid) aligned with company strategy and DOE policy directions.
• Conduct preliminary site assessments, resource analysis, and high-level feasibilityevaluations to determine project viability.
• Prepare project origination briefs and investment screening memos for managementreview.
• Monitor DOE bid rounds, competitive selection agreements (CSA), and Green Energy
• Auction Program (GEAP) timelines; position the company for strategic participation.
• Build and maintain a healthy project pipeline database with status tracking, risk flags, and development milestone timelines.

B. Project Development Management

• Lead project development activities from concept through Notice to Proceed (NTP), managing all development workstreams in a structured and timeline-driven manner.
• Develop and maintain comprehensive project development plans covering land acquisition, permitting, grid interconnection, offtake, financing, and engineering milestones.
• Coordinate with the Regulatory Compliance Officer to align regulatory timelines with the overall project schedule.
• Facilitate NGCP grid interconnection processes, including SIS/GIS applications, Point of Connection (POC) negotiations, and connection agreement execution.
• Oversee the preparation of technical studies, site development plans, and pre-feasibility reports in coordination with Engineering.
• Identify development risks early and elevate with mitigation strategies to the Director, Project Development.

C. Land Acquisition and ROW Management

• Lead land acquisition activities including site identification, title verification, due diligence, and negotiation of lease agreements and option contracts with landowners.
• Manage right-of-way (ROW) negotiations for transmission lines, access roads, and project infrastructure.
• Coordinate with Legal for contract drafting, title verification, and resolution of encumbrances or competing claims.
• Work with community leaders and barangay officials to build grassroots support and facilitate land access arrangements.
• Maintain a land inventory tracker covering lease status, expiry schedules, rental rates, and renewal requirements.

D. Commercial and Offtake Development

• Lead offtake strategy for each project, identifying potential buyers including distribution utilities, NGCP-connected end-users, and retail electricity suppliers.
• Coordinate and review Power Supply Agreement (PSA) and Power Purchase Agreement (PPA) negotiations with support from Legal and Finance.
• Support ERC application processes for PSA approval, market participation registration, and renewable energy certificate (REC) registration.
• Monitor the WESM and Philippine electricity market developments to inform commercial structuring decisions.
• Prepare commercial term sheets, negotiation strategies, and offtake risk assessments for management approval.

E. Investor and Lender Relations

• Prepare investment memoranda, project teaser decks, and data room materials for equity investors and project finance lenders.
• Support financial close processes by coordinating lender due diligence, conditions precedent tracking, and project finance documentation.
• Assist in preparation of IFC Performance Standards compliance materials, Environmental and Social Management Systems (ESMS) documentation, and lender reporting packages.
• Coordinate with international development finance institutions (DFIs) such as AIFFP, ADB, and EFA for Pacific Islands project financing requirements.
• Maintain investor-ready project profiles and pipeline summaries for executive and boardlevel presentations.

F. Stakeholder Engagement and Government Relations

• Build and sustain strategic relationships with LGU officials (Governor, Mayor, SB/SP Members), national agency counterparts (DOE, NGCP, ERC), and community leaders.
• Lead stakeholder mapping, engagement planning, and community consultation processes for each project.
• Represent Solar Pacific in project briefings, LGU dialogues, industry forums, and interagency coordination meetings.
• Design and oversee community development programs (CSR) aligned with project siting and social license requirements.
• Prepare and deliver executive briefings, stakeholder presentations, and ExCom updates on project development status.

G. Cross-functional Coordination and Reporting

• Serve as the primary project development coordinator across Engineering, Legal,
• Finance, Permitting, and Construction teams.
• Prepare and maintain project development trackers, issues and bottlenecks reports, and milestone dashboards for senior management consumption.
• Facilitate inter-departmental coordination meetings and ensure action items are tracked and closed.
• Contribute to the annual project development planning cycle, including Gantt chart preparation, budget forecasting, and resource planning.

QUALIFICATIONS AND REQUIREMENTS

• Bachelor's degree in Engineering (Electrical, Civil, Mechanical), Business Administration, Economics, Finance, Environmental Science, or a related field.
• Professional Engineer (PRC-licensed) designation is a plus for engineering backgrounds.
• 3+ years of experience in project development, business development, or investment in the energy, infrastructure, or real estate sectors.
• Prior exposure to project finance, investment due diligence, or lender coordination is highly preferred.
• Experienced in managing renewable energy projects (solar, wind, BESS, hydro) from development to financial closing or NTP.
• Experience working with Philippine regulatory agencies (DOE, ERC, DENR, EMB, NCIP) and LGUs in a project development capacity. Experience working with NGCP is an advantage.

Knowledge and Technical Skills

• Ability to read and understand project financial models, IRR/NPV analysis, debt sizing, and investment return metrics.
• Proficiency in MS Office Suite, particularly Excel (financial modeling) and PowerPoint (executive presentations).
• Familiarity with IFC Performance Standards, ESG frameworks, and international development finance requirements is an advantage.
• Commercially driven and results-oriented; motivated by bringing projects to financial close and construction.
• Strong negotiation and influencing skills; able to close agreements with landowners, government officials, and commercial counterparties.
• Exceptional project management skills; able to manage multiple workstreams across several projects simultaneously.
• Excellent written and verbal communication in both English and Filipino; able to prepare executive-level documents and present to senior stakeholders.
• Collaborative, cross-functional mindset; comfortable operating in a lean, high-performance team environment.
