The Project Controller provides independent oversight of commercial and site activities to ensure governance and adherence to PMO standards. This role synthesizes rigorous document auditing with physical site verification to provide Management with assurance that contractor billings, variation orders, and commercial submissions are contractually justified and consistent with actual project execution.

Beyond immediate transactional oversight, the role carries a strategic long‑term mandate to drive continuous improvement in commercial policies and processes. By identifying governance gaps and commercial risks, the Project Controller strengthens the project control environment, supplementing existing consultancy functions with a dedicated focus on risk management and compliance.

Key Responsibilities
  • Integrated Commercial Oversight and Audit
    • Perform comprehensive audits of contractor billings, claims, and variation orders against approved contracts and site‑verified progress.
    • Verify that claims are supported by approved contracts, purchase orders, approved variation orders, and other relevant project records.
    • Assess the contractual basis and adequacy of supporting documentation for submitted claims.
    • Identify unsupported, duplicate, disputed, excessive, or inadequately substantiated claims.
    • Evaluate potential commercial exposures and issues requiring management intervention.
    • Prepare observations and recommendations to support management decision‑making and claim resolution.
  • Physical Verification and Site Governance
    • Coordinate with the Design and Construction team and the Operations team to confirm that commercial submissions reflect actual site conditions.
    • Coordinate with the Design and Construction team and the Operations team to confirm that billed works and variation order claims are consistent with actual site conditions and completed scope.
    • Perform sample‑based verification of completed works, quantities, and project deliverables.
    • Verify that assets, systems, and infrastructure claimed as completed have been delivered, installed, commissioned, and accepted where applicable.
    • Identify discrepancies between contractor submissions, consultant certifications, project records, and actual site conditions.
    • Recommend adjustments, recoveries, or further investigation where inconsistencies are identified.
  • Documentation Review
    • Assess the completeness and adequacy of project documentation supporting contractor claims, variation orders, and commercial transactions.
    • Review contracts, purchase orders, consultant certifications, completion records, acceptance documents, testing and commissioning reports, and other supporting records.
    • Identify documentation gaps, missing approvals, unresolved issues, and outstanding contractual matters.
    • Validate that project records are properly maintained, complete, and readily retrievable.
  • Governance and Compliance Assessment
    • Review compliance with project approval requirements, delegated authorities, procurement policies, and change management procedures.
    • Assess whether variation orders, scope changes, and additional works were appropriately documented and approved.
    • Identify governance deficiencies, process weaknesses, and control gaps that may expose the Company to financial, contractual, or operational risks.
    • Recommend improvements to strengthen project governance and commercial controls.
    • Execute the strategic mandate for long‑term improvement of commercial policies, ensuring evolving project needs are met through strengthened governance.
  • Independent Assurance and Reporting
    • Perform risk‑based reviews of significant project transactions, contractor submissions, and supporting records.
    • Assess consistency between claims, approvals, supporting documentation, contractual requirements, and actual site conditions.
    • Escalate significant discrepancies, exceptions, and unresolved issues requiring management attention.
    • Prepare periodic reports covering:
      • Claim validation results
      • Site verification findings
      • Unsupported or disputed claims
      • Documentation deficiencies
      • Governance observations
      • Commercial risks and exposures
      • Recommended corrective actions
Qualifications
Education
  • Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, Accountancy, Finance, Business Administration, or a related discipline.
Experience
  • Minimum five (5) years of experience in construction audit, quantity surveying, contract administration, project controls, project governance, engineering, construction management, or related functions.
  • Experience reviewing contractor claims, variation orders, commercial submissions, and project documentation.
  • Experience conducting site inspections and validation of completed construction or infrastructure works.
  • Experience supporting large‑scale capital projects, infrastructure developments, construction projects, or data center projects is preferred.

  • Recommendations for claim resolution, risk mitigation, and management action.
